<strong>Forest</strong> certification comb<strong>in</strong>ed with small-scale sawmill<strong>in</strong>g is environmentally<br />

sound, but there are problems l<strong>in</strong>k<strong>in</strong>g forest areas to the markets <strong>and</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g supply.<br />

Such activities are labour <strong>in</strong>tensive <strong>and</strong> there are significant transport problems<br />

due to the rugged terra<strong>in</strong> <strong>and</strong> lack of transport <strong>in</strong>frastructure <strong>in</strong>clud<strong>in</strong>g roads <strong>and</strong><br />

bridges. In order for forest certification to make a real impact, the national st<strong>and</strong>ards<br />

need to be accepted will<strong>in</strong>gly by the different stakeholders, <strong>in</strong>clud<strong>in</strong>g the government,<br />

without fear of national sovereignty be<strong>in</strong>g compromised by <strong>in</strong>ternational certification<br />

schemes. Only then can certification be <strong>in</strong>cluded <strong>in</strong> the national forest policy <strong>and</strong> be<br />

able to address the problems faced.<br />

Policy Responses<br />

The Papua New Gu<strong>in</strong>ea <strong>Forest</strong> Authority (PNGFA) has <strong>in</strong>itiated a resource development<br />

<strong>and</strong> allocation process as outl<strong>in</strong>ed below <strong>and</strong> forest development must comply<br />

with the National <strong>Forest</strong> Plan of 1996. The process <strong>in</strong>volved <strong>in</strong> resource allocation is as<br />

follows:<br />

Harvest Authorisation<br />

There are three basic arrangements for obta<strong>in</strong><strong>in</strong>g rights to harvest timber: timber<br />

permits, timber authorities <strong>and</strong> timber licences. There used to be Local <strong>Forest</strong> Areas<br />

(LFA) arrangements, where l<strong>and</strong>owners dealt directly with logg<strong>in</strong>g companies, but<br />

these were elim<strong>in</strong>ated <strong>in</strong> the 1991 amendments to the <strong>Forest</strong>ry Act. However, some<br />

LFAs that have not expired rema<strong>in</strong>.<br />

Timber Permits are issued by the National <strong>Forest</strong> M<strong>in</strong>ister to logg<strong>in</strong>g companies<br />

<strong>and</strong> constitute <strong>Forest</strong> Management Agreements (FMA) with big volumes for periods<br />

of over 10 years. Timber Permits are the major avenues for forest development <strong>in</strong> the<br />

country. The projects take place after necessary documents are signed between the<br />

government, the l<strong>and</strong>owners <strong>and</strong> the company. Accord<strong>in</strong>g to PNG National <strong>Forest</strong><br />

Policy 1991, the follow<strong>in</strong>g steps are to be followed when issu<strong>in</strong>g a Timber Permit:<br />

PNGFA enters <strong>in</strong>to a FMA with l<strong>and</strong>owners that sets out who is to carry<br />

out the forestry operations, what is required of them under the timber permit<br />

conditions, <strong>and</strong> how the benefits to be received by l<strong>and</strong>owners for the<br />

rights granted are to be distributed.<br />
