s<strong>in</strong>gle constituency. General elections take place every 4 years. The Executive, compris<strong>in</strong>g<br />

the Governor General, the Prime M<strong>in</strong>ister <strong>and</strong> 20 Cab<strong>in</strong>et M<strong>in</strong>isters, formulates<br />

policies <strong>and</strong> action strategies for implementation by the public servants, some of<br />

whom are seconded to prov<strong>in</strong>cial governments. The national government is based <strong>in</strong><br />

Honiara, the capital of Solomon Isl<strong>and</strong>s.<br />

At the prov<strong>in</strong>cial level, elections operate under the same set of rules <strong>and</strong><br />

procedures as the national government. Prov<strong>in</strong>cial representatives are elected every 4<br />

years <strong>and</strong> the number of prov<strong>in</strong>cial members depends on the number of wards (a<br />

smaller political boundary) <strong>in</strong> each prov<strong>in</strong>ce. The process of elect<strong>in</strong>g both national<br />

<strong>and</strong> prov<strong>in</strong>cial representatives has contributed to a culture whereby politicians divert<br />

resources to a select m<strong>in</strong>ority of citizens/communities to reward them for their<br />

support dur<strong>in</strong>g elections. The Multi-donor Economic Governance Mission (MEGM)<br />

stated <strong>in</strong> a recent report that it was evident that a number of politicians have become<br />

“rent seekers,” seek<strong>in</strong>g payment <strong>in</strong> return for favors undertaken for vested <strong>in</strong>terests<br />

(MEGM 2002). At the national <strong>and</strong> prov<strong>in</strong>cial levels, poor leadership, corruption,<br />

<strong>in</strong>adequate service delivery <strong>and</strong> lack of participatory decision-mak<strong>in</strong>g are major<br />

governance issues. Some of these issues have existed s<strong>in</strong>ce colonial times, with<br />

“modern” governance (Westm<strong>in</strong>ster model) long considered a threat to the<br />

traditional governance structures <strong>and</strong> authority practiced by 86 percent of the<br />

population. There is much dissatisfaction by l<strong>and</strong>owners (who own most of the<br />

resources) over “modern” governance, <strong>and</strong> the alienation they experience from its<br />

heavy-h<strong>and</strong>ed, top-down approach.<br />

The dissatisfaction with modern governance alienation was partly responsible for<br />

the ethnic tension that surfaced <strong>in</strong> late 1998. The state’s <strong>in</strong>ability to deal effectively<br />

with the militant activities compounded the problem <strong>and</strong> resulted <strong>in</strong> an armed confrontation<br />

between the Guadalcanal militants, later known as the Isatabu Freedom<br />

Movement (IFM) <strong>and</strong> a reactionary force called the Malaita Eagle Force (MEF). The<br />

MEF jo<strong>in</strong>ed with a group of sympathizers with<strong>in</strong> the Royal Solomon Isl<strong>and</strong>s Police<br />

(RSIP) <strong>and</strong> forced the democratically elected Solomon Isl<strong>and</strong>s Alliance for Change<br />

(SIAC) government led by Prime M<strong>in</strong>ister Bartholomew Ulufa’alu out of office <strong>in</strong> a<br />

coup on June 5, 2000. The armed conflict between IFM <strong>and</strong> MEF forces from 1999 to<br />

2000 led to many deaths, the destruction of <strong>in</strong>frastructure, <strong>and</strong> the collapse of the<br />

national economy. Development <strong>in</strong>itiatives came to a halt <strong>and</strong> <strong>in</strong>vestor confidence<br />

evaporated. These difficulties exacerbated already exist<strong>in</strong>g problems <strong>in</strong> the forestry<br />

<strong>in</strong>dustry, with illegal logg<strong>in</strong>g <strong>in</strong>creas<strong>in</strong>g follow<strong>in</strong>g the breakdown <strong>in</strong> law <strong>and</strong> order.<br />

<strong>Forest</strong>ry Problems<br />

Unsusta<strong>in</strong>able <strong>and</strong> illegal logg<strong>in</strong>g, deforestation <strong>and</strong> loss of forest biodiversity; lack of<br />

natural forest management, <strong>and</strong> over-harvest<strong>in</strong>g of forest non-timber resources are<br />

the major forestry problems <strong>in</strong> Solomon Isl<strong>and</strong>s. Logg<strong>in</strong>g companies, considered by<br />

many to be unscrupulous, are extract<strong>in</strong>g unsusta<strong>in</strong>able quantities of logs.<br />

Deforestation <strong>and</strong> loss of biodiversity through logg<strong>in</strong>g, shift<strong>in</strong>g cultivation, <strong>and</strong> forest<br />

clearance for plantation agriculture <strong>and</strong> forestry are go<strong>in</strong>g on at an alarm<strong>in</strong>g rate.<br />

Exist<strong>in</strong>g legislation <strong>and</strong> l<strong>and</strong> use plans to address these problems are out of date or<br />
