forest certification <strong>in</strong> develop<strong>in</strong>g <strong>and</strong> transition<strong>in</strong>g countries<br />

world markets <strong>and</strong> <strong>in</strong>ternational competition. South African timber product<br />

manufacturers found <strong>in</strong>ternational markets for their products but were faced with<br />

requests for certified products.<br />

B&Q, as a lead<strong>in</strong>g UK-based retailer of low cost Do-It-Yourself (DIY) <strong>and</strong><br />

household products, was an important customer amongst South African DIY<br />

product exporters, offer<strong>in</strong>g high volume orders for p<strong>in</strong>e products. This company<br />

made it clear that it would only buy from FSC-certified suppliers by the year 2000.<br />

B&Q’s agent <strong>in</strong> South Africa, Alp<strong>in</strong>e Trad<strong>in</strong>g, was <strong>in</strong>strumental <strong>in</strong> rais<strong>in</strong>g awareness<br />

of FSC throughout the South African forest products sector. Alp<strong>in</strong>e Trad<strong>in</strong>g’s early<br />

experience of promot<strong>in</strong>g certification was that it was regarded as “a money mak<strong>in</strong>g<br />

scheme” <strong>and</strong> only companies supply<strong>in</strong>g directly to B&Q accepted it (Frost et al. 2003).<br />

The DIY market is highly competitive <strong>and</strong> the pressure to become FSC certified<br />

<strong>in</strong>tensified considerably once significant volumes of certified p<strong>in</strong>e products became<br />

available from Pol<strong>and</strong>. South African export<strong>in</strong>g companies found themselves <strong>in</strong> a<br />

situation where they had to conv<strong>in</strong>ce their supply<strong>in</strong>g sawmills that they should be<br />

FSC certified (Mayers et al. 2001).<br />

It took time to conv<strong>in</strong>ce sawmill<strong>in</strong>g companies that FSC certification would be<br />

required if South African products were to be exported. Sappi <strong>and</strong> Mondi (the largest<br />

forestry players <strong>in</strong> SA) could afford to ignore the dem<strong>and</strong>s, s<strong>in</strong>ce they were focus<strong>in</strong>g<br />

more on the paper market (where <strong>in</strong>terest <strong>in</strong> certification was much lower) than on<br />

wood for value-added products. <strong>Certification</strong>, however, received a big <strong>in</strong>jection when<br />

Mondi’s s<strong>in</strong>gle biggest sawn timber customer opted for FSC certification <strong>in</strong> 1996<br />

(Mayers et al. 2001).<br />

From 1996 onwards certification ga<strong>in</strong>ed momentum as companies saw it not only<br />

as a way of market<strong>in</strong>g their products but also as a way of:<br />

demonstrat<strong>in</strong>g environmental commitment;<br />

improv<strong>in</strong>g <strong>in</strong>ternal systems <strong>and</strong> efficiency;<br />

stay<strong>in</strong>g ahead of the game;<br />

deal<strong>in</strong>g with supply cha<strong>in</strong> pressure;<br />

respond<strong>in</strong>g to environmental <strong>and</strong> social criticism;<br />

anticipat<strong>in</strong>g certification becom<strong>in</strong>g an <strong>in</strong>dustrial st<strong>and</strong>ard;<br />

comply<strong>in</strong>g with <strong>in</strong>creas<strong>in</strong>g <strong>in</strong>vestor scrut<strong>in</strong>y (Mayers et al. 2001).<br />

This drive towards forest certification resulted <strong>in</strong> more than 80 percent of all plantations<br />

receiv<strong>in</strong>g FSC certification with<strong>in</strong> less than 10 years.<br />

St<strong>and</strong>ards<br />

South Africa does not have a national FSC st<strong>and</strong>ard — yet. Follow<strong>in</strong>g a FSC board<br />

meet<strong>in</strong>g <strong>in</strong> South Africa on 2 March 2004, an FSC work<strong>in</strong>g group was <strong>in</strong>itiated<br />

(personal communication).<br />
