Debate cont<strong>in</strong>ues <strong>in</strong> the policy community over a number of substantive issues associated<br />

with forest policies, with implications for certification. These <strong>in</strong>clude: largescale<br />

forest concessions vs. settler-enterprise accommodation as alternatives for<br />

Amazon forest management; FSC vs. CERFLOR norms <strong>and</strong> certifiers (see St<strong>and</strong>ards,<br />

above); <strong>and</strong> the relationship between governmental regulation <strong>and</strong> voluntary certification<br />

schemes (see Roadblocks <strong>and</strong> Challenges, below). Such debate has typically<br />

engaged non-governmental organizations <strong>and</strong> <strong>in</strong>dustry representatives with government<br />

officials responsible for forest policy implementation. Although <strong>in</strong>itially adversarial,<br />

NGO engagement <strong>in</strong> national forest policy formulation has become steadily<br />

more substantive <strong>and</strong> <strong>in</strong>fluential, to the po<strong>in</strong>t that the corps of government officials<br />

now <strong>in</strong>cludes several former NGO specialists <strong>in</strong> forest management <strong>and</strong> certification.<br />

For example, an <strong>in</strong>novative proposal by IPAM (Institute for Amazon<br />

Environmental Research/Instituto de Pesquisa Ambiental da Amazônia) for the <strong>in</strong>tegration<br />

of “forest families” with wood products enterprise, arose out of the<br />

MAFLOPS project <strong>in</strong> Santarém-Pará, <strong>in</strong> the Amazon bas<strong>in</strong> (<strong>Forest</strong> Management for<br />

Susta<strong>in</strong>able Production/Manejo Florestal e Prestação de Serviços, Ltda.). Small farmers<br />

are legally permitted to deforest up to three ha annually for agricultural production.<br />

Some farmers have entered <strong>in</strong>to a partnership with the local enterprise, which offers<br />

support toward l<strong>and</strong> titl<strong>in</strong>g, farm-level <strong>and</strong> community forest management, <strong>and</strong> fair<br />

wood pric<strong>in</strong>g. The local wood products enterprise is now seek<strong>in</strong>g certification. This<br />

experience has now served as a model for conciliation <strong>and</strong> convergence of <strong>in</strong>terests<br />

between what were until then mutually exclusive l<strong>and</strong> users <strong>in</strong> frontier communities,<br />

called the “<strong>Forest</strong> Family” approach (Lima et al. 2003). Both this model <strong>and</strong> the proposal<br />

for forest concessions on public l<strong>and</strong>s arose <strong>in</strong> response to a recognized need for<br />

greater regulatory control over illegal timber extraction <strong>in</strong> the Arc of Deforestation <strong>in</strong><br />

the Amazon (see discussion under Ownership <strong>and</strong> Tenure, above).<br />

Although a good part of the norms required by FSC go beyond the IBAMA forest<br />

management requirements, 14 certification may be perceived by local regulatory officers<br />

as an effort to facilitate licens<strong>in</strong>g of forest management plans by IBAMA. In fact,<br />

however, experience suggests that efforts to achieve certification br<strong>in</strong>g forest operations<br />

under more <strong>in</strong>tense scrut<strong>in</strong>y. In some cases this has called attention to outst<strong>and</strong><strong>in</strong>g<br />

management or procedural deficiencies, result<strong>in</strong>g <strong>in</strong> f<strong>in</strong>es <strong>and</strong>/or harassment.<br />

To some extent, IBAMA personnel view certification of forest operations as a<br />

ploy on the part of some firms to obfuscate their extraction of timber from other<br />

areas not with<strong>in</strong> management plans nor titled to the forestry enterprise.<br />
