Environmental<br />

The most direct benefits of FSC certification have been environmental. Protection of<br />

the environment has ga<strong>in</strong>ed more importance, environmental NGOs have been able<br />

to act effectively, the reputation of certified companies has grown, <strong>and</strong> the Estonian<br />

State as a large forest owner has ga<strong>in</strong>ed a better image. In the follow<strong>in</strong>g paragraphs<br />

the environmental benefits that have occurred are illustrated mostly with the example<br />

of RMK.<br />

If asked to estimate the environmental impacts of certification, most respondents<br />

stress that <strong>in</strong> companies that voluntarily did certification, the senior management<br />

became much more environmentally educated <strong>and</strong> aware. Extensive tra<strong>in</strong><strong>in</strong>g exercises<br />

have been held, numerous manuals prepared, <strong>and</strong> educational campaigns conducted.<br />

These <strong>in</strong>itiatives have <strong>in</strong> turn changed behavior <strong>in</strong> everyday forest management<br />

<strong>and</strong> resulted <strong>in</strong> more close-to-nature forest management practices (e.g., leav<strong>in</strong>g<br />

more down woody debris, snags, etc., <strong>in</strong> the forests).<br />

Logg<strong>in</strong>g rules <strong>and</strong> methods that were virtually absent previously have been widely<br />

implemented <strong>and</strong> companies now regularly consider environmental factors <strong>in</strong> conduct<strong>in</strong>g<br />

their operations. As a direct result of conditions raised by certifiers, guidel<strong>in</strong>es<br />

<strong>and</strong> implementation procedures for certa<strong>in</strong> activities (such as forward<strong>in</strong>g,<br />

dra<strong>in</strong>age system renovation, etc.) were established or improved <strong>in</strong> order to m<strong>in</strong>imize<br />

negative impacts on ecosystems <strong>and</strong> soils (Trapido 2004; Feilberg 2004). In addition<br />

to strict guidel<strong>in</strong>es, the broader framework for good forest management was worked<br />

out <strong>and</strong> has been followed quite well. RMK has started to draft measures for tak<strong>in</strong>g<br />

the particularities of l<strong>and</strong>scapes <strong>in</strong>to account while manag<strong>in</strong>g the forests. However,<br />

despite pressure from environmentalists dur<strong>in</strong>g certification, the share of clearcutfree<br />

management <strong>in</strong> RMK has not risen. Estonian foresters <strong>and</strong> forestry scientists<br />

often cannot accept forestry without clear cuts.<br />

Our respondents described many concrete environmental impacts of certification:<br />

(a) RMK is keep<strong>in</strong>g records <strong>and</strong> systematically plann<strong>in</strong>g measures to protect<br />

endangered species <strong>and</strong> biodiversity values. The same goes for<br />

sites of historical heritage <strong>and</strong> value. Previously only environmental<br />

agencies produced such data <strong>and</strong> plans.<br />

(b) A methodology for preservation of biological diversity has been<br />

created <strong>and</strong> implemented. Conservation of key biotopes, <strong>in</strong>terest<strong>in</strong>g<br />

natural sights, dead wood <strong>and</strong> biodiversity trees is be<strong>in</strong>g implemented,<br />

although this approach is strange for older foresters. There have been<br />

some problems with dead wood <strong>and</strong> biodiversity trees because some<br />

local residents secretly enter fell<strong>in</strong>g units to collect firewood from<br />

leftover material <strong>and</strong> do not underst<strong>and</strong> why it is not allowed. There<br />

are still foresters for whom a good forest is a cleared <strong>and</strong> organized<br />

one.<br />

(c) Many discussions have ensued from the <strong>in</strong>clusion of the spr<strong>in</strong>g truce<br />

concept <strong>in</strong> the national susta<strong>in</strong>able forestry st<strong>and</strong>ard. In the RMK<br />
