accredited certification. While step-wise approaches to certification are appeal<strong>in</strong>g <strong>in</strong><br />

theory, the practical difficulty is to ensure that companies do, <strong>in</strong> fact, progress<br />

through the system <strong>and</strong> achieve the highest level of certification. If there is no<br />

systematic progression, the first step will become the de facto st<strong>and</strong>ard.<br />

These case studies from the Asia-Pacific region raise many important issues concern<strong>in</strong>g<br />

the utility <strong>and</strong> feasibility of forest certification. Among the most important are<br />

work<strong>in</strong>g out who has the greater power to <strong>in</strong>fluence the direction of certification <strong>in</strong><br />

the region – producers like Indonesia <strong>and</strong> Malaysia or consumers like Ch<strong>in</strong>a <strong>and</strong><br />

Japan? Another key issue is determ<strong>in</strong><strong>in</strong>g who will pay for certification when market<br />

dem<strong>and</strong> <strong>and</strong>/or community capacity are lack<strong>in</strong>g <strong>and</strong> <strong>in</strong> a context of systemic social<br />

problems related to l<strong>and</strong> tenure, <strong>in</strong>equality, political <strong>in</strong>stability, corruption <strong>and</strong> illegal<br />

logg<strong>in</strong>g. Further, proponents of certification <strong>in</strong> the region are beg<strong>in</strong>n<strong>in</strong>g to pose the<br />

question of how dem<strong>and</strong><strong>in</strong>g certification st<strong>and</strong>ards should be <strong>and</strong> whether a stepwise<br />

approach to certification can be crafted to ensure more widespread adoption of<br />

the approach. F<strong>in</strong>ally, an important issue raised by the case studies focuses on the role<br />

that governments have <strong>and</strong> could play <strong>in</strong> decision-mak<strong>in</strong>g <strong>in</strong> relation to certification.<br />
