of donors to this new forest management practice.<br />

Future Developments/Scenarios<br />

The government should <strong>in</strong>stitutionalize forest certification <strong>in</strong> government <strong>and</strong> nongovernment<br />

agencies. A regulatory framework should be put <strong>in</strong> place by government,<br />

but driven by the private sector, <strong>in</strong> order to m<strong>in</strong>imize fund<strong>in</strong>g shortfalls.<br />

There is a need for <strong>in</strong>creased awareness <strong>and</strong> sensitization among management<br />

agencies, consumers <strong>and</strong> service providers. The government should take advantage of<br />

the East African <strong>Forest</strong> <strong>Certification</strong> Initiative (EAFCI) to build capacity for forest<br />

certification. Management agencies that should be targeted <strong>in</strong>clude government <strong>in</strong>stitutions<br />

<strong>and</strong> parastatals at different levels, <strong>and</strong> private forest owners. The service<br />

providers comprise tra<strong>in</strong><strong>in</strong>g <strong>in</strong>stitutions, research <strong>in</strong>stitutions, <strong>and</strong> NGOs.<br />

S<strong>in</strong>ce there will be a timber shortfall with<strong>in</strong> 5 to 10 years, forest certification should<br />

be exp<strong>and</strong>ed to cover forest timber products, <strong>and</strong> non-timber products other than<br />

carbon sequestration. Ug<strong>and</strong>a exports floor parquets ma<strong>in</strong>ly to Ch<strong>in</strong>a, <strong>and</strong> reasonable<br />

quantities of honey harvested from forests are processed <strong>and</strong> consumed locally<br />

<strong>and</strong> <strong>in</strong>ternationally.<br />

<strong>Forest</strong> certification has not focused on forest services such as eco-tourism that are<br />

very important regard<strong>in</strong>g forests <strong>in</strong> Ug<strong>and</strong>a. The big populations of mounta<strong>in</strong> gorillas<br />

<strong>and</strong> chimpanzees are some of the most important fauna <strong>in</strong> Ug<strong>and</strong>a’s forests. Water<br />

catchment is another important role of the forests. It is high time that such services<br />

are recognized <strong>in</strong> FSC to support SFM for such vulnerable ecosystems.<br />

Cross border conservation <strong>in</strong>itiatives, as <strong>in</strong> the case with Mt. Elgon National Park,<br />

should take advantage of certification of forest ecosystems ly<strong>in</strong>g across borders.<br />

Future Research<br />

There is a need for a comprehensive pilot study to generate <strong>in</strong>formation on forest<br />

certification potential. Such a study would focus on the impacts of local <strong>and</strong><br />

<strong>in</strong>ternational markets for certified forest products, local capacity <strong>and</strong> awareness of the<br />

stakeholders.<br />

Research is also required on the net impact of forest certification <strong>in</strong> relation to the<br />

pr<strong>in</strong>ciples of Susta<strong>in</strong>able <strong>Forest</strong> Management (SFM) <strong>in</strong> Ug<strong>and</strong>a <strong>and</strong> the effectiveness<br />

of the government <strong>in</strong>stitutional framework for SFM. Protocols for shar<strong>in</strong>g benefits<br />

from certification need to be <strong>in</strong>vestigated <strong>and</strong> adapted to the local context.<br />
