St<strong>and</strong>ards<br />

The national FSC st<strong>and</strong>ards-sett<strong>in</strong>g process followed the overall structure of FSC<br />

pr<strong>in</strong>ciples <strong>and</strong> criteria, with the <strong>in</strong>tegration of national labor, <strong>in</strong>digenous peoples’ <strong>and</strong><br />

l<strong>and</strong> tenure codes to complement forest management protocols <strong>and</strong> environmental<br />

protection features. These additional features reflect the specificity of Brazilian public<br />

policies <strong>and</strong> social concerns associated with <strong>in</strong>formal <strong>and</strong> child labor, <strong>in</strong>digenous<br />

areas <strong>and</strong> societies, <strong>and</strong> the l<strong>and</strong>less. The st<strong>and</strong>ards were subjected to a series of stakeholder<br />

consultations over several years, a time consum<strong>in</strong>g <strong>and</strong> <strong>in</strong>tensely participative<br />

process that was open to public discussion. They now constitute a broadly accepted<br />

set of <strong>in</strong>dicators <strong>and</strong> criteria for forest management, environmental protection, <strong>and</strong><br />

social relations of production (Walter Suiter, personal communication). Although<br />

FSC-International has endorsed application of the Brazilian forest management st<strong>and</strong>ards,<br />

it has not yet done so for plantations. Nevertheless, as previously mentioned,<br />

the area of certified forest plantations has grown apace, follow<strong>in</strong>g the FSC criteria as<br />

<strong>in</strong>terpreted by national certify<strong>in</strong>g bodies.<br />

Initially applicable only to plantations, CERFLOR has now adopted st<strong>and</strong>ards for<br />

natural forest management that are await<strong>in</strong>g field test<strong>in</strong>g. CERFLOR follows norms<br />

similar <strong>in</strong> name to those established by FSC <strong>in</strong> Brazil, but are considered more<br />

process-oriented than FSC, <strong>and</strong> more flexible as regards observance of <strong>in</strong>ternational<br />

environmental norms, socio-cultural impacts, <strong>and</strong> labor relations with third party<br />

suppliers (Andre de Freitas, personal communication).<br />

CERFLOR, listed as a national scheme by the Programme for the Endorsement of<br />

<strong>Forest</strong> <strong>Certification</strong> schemes (PEFC), became operational <strong>in</strong> early 2003 <strong>and</strong> now seeks<br />

<strong>in</strong>ternational co-recognition as a forest management certification st<strong>and</strong>ard. In<br />

seek<strong>in</strong>g such co-recognition, CERFLOR’s st<strong>and</strong>ards-sett<strong>in</strong>g process has been placed<br />

under scrut<strong>in</strong>y for compatibility with <strong>in</strong>ternational criteria. The certification process<br />

adopted by BVQI at INPACEL also <strong>in</strong>volved participation by <strong>in</strong>ternational monitors<br />

associated with the PEFC.<br />

Some critics compla<strong>in</strong> of lack of transparency <strong>in</strong> the CERFLOR process, absence<br />

of social <strong>and</strong> environmental groups on its technical panels, <strong>and</strong> unavailability of st<strong>and</strong>ards<br />

<strong>and</strong> certification process details to the public (Greenpeace 2002; Timmer 2004).<br />

Indeed, CERFLOR’s scheme for stakeholder representation is markedly dist<strong>in</strong>ct from<br />

the tripartite structure of FSC, as it has panels of consumer groups, producers, regulators<br />

<strong>and</strong> “neutral” parties (academics, research <strong>in</strong>stitutions), while FSC has its tripartite<br />

set of panels represent<strong>in</strong>g the three pillars of susta<strong>in</strong>ability (economic, social,<br />

<strong>and</strong> environmental concerns). CERFLOR’s st<strong>and</strong>ards <strong>and</strong> certification procedures<br />

have been available for discussion on-l<strong>in</strong>e dur<strong>in</strong>g their development, but st<strong>and</strong>ards<br />

documentation, once adopted, is only available to <strong>in</strong>terested parties for a fee, on the<br />

grounds that the accreditation organization relies on such fees to cover its <strong>in</strong>stitutional<br />

ma<strong>in</strong>tenance costs.<br />

Both FSC <strong>and</strong> CERFLOR certification requirements take as a start<strong>in</strong>g po<strong>in</strong>t the<br />

forest management criteria def<strong>in</strong>ed <strong>in</strong> Brazilian regulatory law. Government officials<br />

welcome CERFLOR as part of a generalized move toward <strong>in</strong>dependent audit<strong>in</strong>g of<br />
