<strong>Forest</strong> <strong>Certification</strong> <strong>in</strong> Estonia<br />

abstract<br />

This case study provides an overview of the process <strong>and</strong> effects of forest certification<br />

<strong>in</strong> Estonia. The discussion regard<strong>in</strong>g forest certification was <strong>in</strong>itiated <strong>in</strong> Estonia <strong>in</strong> the<br />

mid-1990s as environmental NGOs started to highlight the potential benefits of<br />

certification. The issue was discussed further <strong>in</strong> the work<strong>in</strong>g groups of the National<br />

<strong>Forest</strong> Development Program, br<strong>in</strong>g<strong>in</strong>g it to the attention of a broader range of<br />

<strong>in</strong>stitutions, officials <strong>and</strong> stakeholders. S<strong>in</strong>ce 1998 the work on forest certification has<br />

been more organized, due to the official establishment of the National Work<strong>in</strong>g Group<br />

on <strong>Forest</strong> <strong>Certification</strong>. Shortly after the establishment of the Work<strong>in</strong>g Group, it was<br />

decided that the national pr<strong>in</strong>ciples on susta<strong>in</strong>able forestry would be developed<br />

accord<strong>in</strong>g to <strong>Forest</strong>ry Stewardship Council (FSC) pr<strong>in</strong>ciples <strong>and</strong> criteria. The ma<strong>in</strong> areas<br />

of dispute <strong>in</strong> the Work<strong>in</strong>g Group were the requirement for forest management plans,<br />

the acceptability of forest dra<strong>in</strong>age systems, <strong>and</strong> the question of whether chemicals,<br />

pesticides <strong>and</strong> exotic species can be used on forestl<strong>and</strong>. A draft version of the national<br />

st<strong>and</strong>ard was approved <strong>in</strong> 2000. S<strong>in</strong>ce then, the National Work<strong>in</strong>g Group has also<br />

served as the official Estonian FSC Work<strong>in</strong>g Group. A major breakthrough was the<br />

certification of all state-owned forests <strong>in</strong> 2002, cover<strong>in</strong>g roughly one million ha, 20<br />

percent of Estonia’s total area <strong>and</strong> 40 percent of its forested l<strong>and</strong>. <strong>Certification</strong> of<br />

state-owned forests has been an important factor contribut<strong>in</strong>g to gradual changes <strong>in</strong><br />

Estonian forestry practices. Various <strong>in</strong>terviewed stakeholders assert that its ma<strong>in</strong><br />

effects have been the <strong>in</strong>creased participation of stakeholders, <strong>in</strong>creased social security<br />

<strong>and</strong> safety of forest workers, <strong>and</strong> forest management that is “closer to nature.”<br />

<strong>Certification</strong> of such a significant forest area has also enabled cha<strong>in</strong>-of-custody<br />

certification to beg<strong>in</strong>.<br />
