program ought to be globally acceptable but yet should not jeopardise the <strong>in</strong>terest of<br />

the nation’s forestry agenda of susta<strong>in</strong>able forest management <strong>and</strong> economic contribution.<br />

A third important reason is the latent fear of a new approach or m<strong>in</strong>dset change<br />

(Ng, personal communication, 2004). Relevant government agencies are uncerta<strong>in</strong> of<br />

how to tackle social issues, particularly on native customary rights that have long<br />

been unresolved to the satisfaction of all parties. And forestry departments were used<br />

to h<strong>and</strong>l<strong>in</strong>g forestry matters <strong>in</strong>ternally without be<strong>in</strong>g required to have consultative<br />

discussions on social implications. Hence, because of the need for this m<strong>in</strong>dset<br />

change, modification <strong>in</strong> approach of the formulation of the MTCC program<br />

occurred to establish a more balanced representation of <strong>in</strong>terests <strong>in</strong> its structure. This<br />

expla<strong>in</strong>s the delayed entry of non-governmental organizations (NGOs), especially<br />

social groups, <strong>in</strong>to the consultative discussions.<br />

In general, the government views forest certification as a double-edge sword. On<br />

Malaysian government took leadership <strong>in</strong> the certification drive. Its <strong>in</strong>volvement is to<br />

allay doubts <strong>in</strong> the m<strong>in</strong>ds of consumers about the susta<strong>in</strong>ability of the management<br />

of forestl<strong>and</strong> that is overwhelm<strong>in</strong>gly owned by the government <strong>and</strong> the f<strong>in</strong>ancial<br />

requirements of forest management certification schemes that are mostly yet to be<br />

self-f<strong>in</strong>anc<strong>in</strong>g.<br />

The Malaysian government’s <strong>in</strong>volvement <strong>in</strong> forest management certification<br />

schemes has some advantages <strong>in</strong> ensur<strong>in</strong>g:<br />

consistency of criteria <strong>and</strong> <strong>in</strong>dicators applied;<br />

balance <strong>in</strong> the views of the different parties <strong>in</strong>volved;<br />

greater accountability to the public;<br />

greater transparency <strong>in</strong> the schemes used; <strong>and</strong><br />

an additional channel for present<strong>in</strong>g their <strong>in</strong>terest to label<strong>in</strong>g authorities.<br />

Early leadership was provided by the M<strong>in</strong>istry of Primary Industries, which <strong>in</strong>itiated<br />

approval at the Federal Cab<strong>in</strong>et level, set policy to adopt timber certification <strong>and</strong><br />

established a national committee to oversee its implementation. The government<br />

agencies <strong>in</strong>itially <strong>in</strong>volved <strong>in</strong>cluded the <strong>Forest</strong>ry Department Headquarters for<br />

Pen<strong>in</strong>sular Malaysia, Sabah <strong>and</strong> Sarawak, <strong>and</strong> the Malaysian Timber Industry Board.<br />

The <strong>in</strong>dustry <strong>and</strong> its associations went along with the government’s drive. <strong>Forest</strong> harvest<strong>in</strong>g<br />

rights were gett<strong>in</strong>g scarcer <strong>and</strong> there were excess dem<strong>and</strong>s to obta<strong>in</strong> these<br />

privileges. The timber <strong>in</strong>dustry <strong>and</strong> the private sector too were seek<strong>in</strong>g certification<br />

as a method of demonstrat<strong>in</strong>g <strong>and</strong> <strong>in</strong>form<strong>in</strong>g consumers that their timber products<br />

came from well-managed forests, thereby ensur<strong>in</strong>g their products’ cont<strong>in</strong>ued popularity<br />

<strong>and</strong> sale.<br />
