<strong>Forest</strong> <strong>Certification</strong> <strong>in</strong> South Africa<br />

abstract<br />

The South African forestry <strong>in</strong>dustry is predom<strong>in</strong>antly based on plantation forestry.<br />

More than 80 percent of the plantations were certified <strong>in</strong> a market-driven certification<br />

process dur<strong>in</strong>g the late 1990s <strong>and</strong> early 2000s. As a net exporter of forestry products,<br />

South Africa’s procurement of new markets <strong>and</strong> secur<strong>in</strong>g of exist<strong>in</strong>g markets were<br />

critical. The forestry <strong>in</strong>dustry saw certification as a market<strong>in</strong>g tool <strong>and</strong> accepted it<br />

fairly easily. What makes this certification effort even more remarkable was that it<br />

took place without a national FSC st<strong>and</strong>ard <strong>and</strong> with very little government<br />

<strong>in</strong>tervention. <strong>Certification</strong> audits are conducted accord<strong>in</strong>g to certification body generic<br />

checklists, while government is still develop<strong>in</strong>g a set of m<strong>in</strong>imum st<strong>and</strong>ards for<br />

susta<strong>in</strong>able plantation management.<br />

Some of the constra<strong>in</strong>ts to certification <strong>in</strong>clude the large number of small-scale<br />

timber growers (who f<strong>in</strong>d it difficult to cope with the costs of certification <strong>and</strong> to<br />

comply with the management st<strong>and</strong>ards set by certification), the absence of a<br />

national st<strong>and</strong>ard, <strong>and</strong> high HIV/AIDS <strong>in</strong>fection rates that could <strong>in</strong>fluence the future<br />

susta<strong>in</strong>ability of forestry operations. The positive impacts of certification are manifest<br />

<strong>in</strong> more environmentally susta<strong>in</strong>able forestry operations <strong>and</strong> a heightened social<br />

awareness amongst foresters. The forestry <strong>in</strong>dustry has accepted certification as a selfregulatory<br />

tool to ensure the susta<strong>in</strong>ability of its operations <strong>and</strong> foresters are<br />

<strong>in</strong>creas<strong>in</strong>gly embrac<strong>in</strong>g certification <strong>and</strong> <strong>in</strong>corporat<strong>in</strong>g it <strong>in</strong> their management<br />

systems.<br />
