<strong>Forest</strong> <strong>Certification</strong> <strong>in</strong> Pol<strong>and</strong><br />

abstract<br />

The forest management certification process <strong>in</strong> Pol<strong>and</strong> was <strong>in</strong>itiated <strong>in</strong> 1996 by the<br />

Regional Directorates of State <strong>Forest</strong>s. The <strong>in</strong>tent was to obta<strong>in</strong> confirmation of the<br />

high level of forest management <strong>in</strong> Pol<strong>and</strong> <strong>and</strong> to satisfy the requests of timber<br />

products exporters, for whom hav<strong>in</strong>g a certificate was a necessary requirement<br />

dem<strong>and</strong>ed by buyers (<strong>and</strong> later served as a market<strong>in</strong>g tool). Currently, nearly 85<br />

percent of forest areas managed by State <strong>Forest</strong>s are <strong>Forest</strong> Stewardship Council (FSC)<br />

certified. Estimates <strong>in</strong>dicate that some 80 percent of lumber <strong>in</strong> Pol<strong>and</strong> is FSC-certified,<br />

particularly timber for further process<strong>in</strong>g, ma<strong>in</strong>ly <strong>in</strong>to wooden construction fitt<strong>in</strong>gs,<br />

pulp <strong>and</strong> paper, <strong>and</strong> furniture, <strong>and</strong> all special grade timber for process<strong>in</strong>g <strong>in</strong>to veneer<br />

<strong>and</strong> plywood. The present market situation of certified timber is driven by customer<br />

dem<strong>and</strong>.<br />

The greatest achievement of forest certification <strong>in</strong> Pol<strong>and</strong> is its common use by<br />

State <strong>Forest</strong>s, result<strong>in</strong>g from the documented compliance of the certification rules<br />

with Polish forest management rules. In some cases, associat<strong>in</strong>g the f<strong>in</strong>al effects of<br />

certification <strong>in</strong> Pol<strong>and</strong> with the pressure of different <strong>in</strong>terest groups was perceived as<br />

a negative feature of the applied certification methods. It was decided <strong>in</strong> 2003 to jo<strong>in</strong><br />

the Programme for Endorsement of <strong>Forest</strong> <strong>Certification</strong> (PEFC) <strong>and</strong> to start build<strong>in</strong>g a<br />

certification system based on the PEFC rules, requir<strong>in</strong>g development of a national<br />

st<strong>and</strong>ard consist<strong>in</strong>g of pr<strong>in</strong>ciples, criteria <strong>and</strong> <strong>in</strong>dicators for carry<strong>in</strong>g out forest<br />

management.<br />
