Box 1 Controversies over an FSC certificate <strong>in</strong> Gabon: the Leroy-Gabon case<br />

Leroy Gabon (hereafter called Leroy) is one of the companies of the<br />

mult<strong>in</strong>ational bus<strong>in</strong>ess hold<strong>in</strong>g ISOROY, a lead<strong>in</strong>g manufacturer of plywood <strong>in</strong><br />

Europe. Leroy is among of the most important bus<strong>in</strong>ess enterprises <strong>in</strong> the<br />

forest <strong>in</strong>dustry of Gabon. Leroy currently manages a forest concession cover<strong>in</strong>g<br />

578,910 ha <strong>and</strong> runs a sawmill <strong>and</strong> a plywood factory. Leroy seems to have a<br />

long-term view for its logg<strong>in</strong>g bus<strong>in</strong>ess <strong>in</strong> Gabon, as it has created a forest<br />

management plan to cover its activities for the next 30 years. The forest<br />

management plan of Leroy’s concession was approved by the government of<br />

Gabon <strong>in</strong> 1993.<br />

Leroy is a pioneer among forestry enterprises concern<strong>in</strong>g forest certification<br />

<strong>in</strong> Gabon <strong>and</strong> even <strong>in</strong> the Central Africa sub-region. After the Earth Summit <strong>in</strong><br />

Rio (1992), Leroy started develop<strong>in</strong>g a strategy for the eco-labell<strong>in</strong>g of its forest<br />

management practices. The concession of Leroy consisted then of 4 lots,<br />

labelled lot 28, lot 30, lot 32 <strong>and</strong> lot 36 <strong>and</strong> cover<strong>in</strong>g 75,000 ha, 105,000 ha,<br />

105,000 ha, <strong>and</strong> 88,000 ha respectively. In 1993, Leroy contributed to the<br />

<strong>in</strong>stallation of a multidiscipl<strong>in</strong>ary research team <strong>in</strong>side its concession. The<br />

research team carried out multiple-resource forest <strong>in</strong>ventories (fauna <strong>and</strong><br />

yale school of forestry & environmental studies
