Compar<strong>in</strong>g Figures 3 <strong>and</strong> 4 provides a general picture of domestic timber process<strong>in</strong>g<br />

<strong>and</strong> imports <strong>and</strong> exports. Although the share of domestic process<strong>in</strong>g of roundwood<br />

has <strong>in</strong>creased, the majority of exports still consists of roundwood. Roundwood<br />

exports consist almost entirely of pulpwood (Valgepea 2004), which is exported<br />

ma<strong>in</strong>ly to Sc<strong>and</strong><strong>in</strong>avian countries (SOE database 2004). The rapid <strong>in</strong>creases <strong>in</strong> fell<strong>in</strong>g<br />

volumes dur<strong>in</strong>g the past decade have been matched by the <strong>in</strong>creased production<br />

capacity of local sawmills. However, s<strong>in</strong>ce a major part of local raw material is exported<br />

as pulpwood, the sawmills do not have a sufficient domestic roundwood supply<br />

<strong>and</strong> are forced to import substantial quantities of logs from Russia (Table 2). This has<br />

led to <strong>in</strong>creased roundwood prices <strong>and</strong> a deficiency of raw material for sawmills <strong>and</strong><br />

secondary processors. These developments have negatively affected cha<strong>in</strong> of custody<br />

certification, s<strong>in</strong>ce it is difficult to assure consistent supplies of certified <strong>in</strong>puts<br />

(Feilberg 2004).<br />

A major pulp mill opened <strong>in</strong> Kunda <strong>in</strong> 2006, which will <strong>in</strong>crease logg<strong>in</strong>g <strong>and</strong><br />

import of aspen wood as well as export of pulp. The pulpmill, Estonian Cell AS, was<br />

granted an FSC certificate <strong>in</strong> June 2006. It plans to use Ca 400,000 m 3 of Aspen<br />

annually, which is more than the total cost of Aspen <strong>in</strong> the Estonian State <strong>Forest</strong>s.<br />

Dur<strong>in</strong>g the pulp mill’s <strong>in</strong>itial environmental impact assessment, national NGOs were<br />

able to force its developer to require that the aspen’s orig<strong>in</strong>s be verified, <strong>and</strong> to ensure<br />

it had been legally cut. The company also agreed to ensure, with<strong>in</strong> 3 years of open<strong>in</strong>g<br />

the mill, that at least 50 percent of its annual <strong>in</strong>puts orig<strong>in</strong>ated <strong>in</strong> FSC-certified forests<br />

(ELF 2003). These agreements will likely <strong>in</strong>crease private forest owners motivation to<br />

certify their forests.<br />
