Structural Features<br />

Ownership <strong>and</strong> Tenure<br />

Approximately n<strong>in</strong>e million hectares of Pol<strong>and</strong> is forested; this is slightly under 30<br />

percent of its total l<strong>and</strong> area (FAO). Publicly owned forests predom<strong>in</strong>ate, account<strong>in</strong>g<br />

for 82.6 percent of the total forested area. With<strong>in</strong> this, 78.4 percent is under the management<br />

of the State <strong>Forest</strong>s. The rema<strong>in</strong><strong>in</strong>g state-owned forests are components of<br />

National Parks <strong>and</strong> local adm<strong>in</strong>istrations (Figure 1).<br />

Privately owned forests <strong>in</strong> Pol<strong>and</strong> account for approximately 1.5 million ha <strong>and</strong> are<br />

managed by nearly 1.5 million owners (<strong>Forest</strong> Community 1999). The actual ownership<br />

structure of forests, with the prevalence of State-owned forests <strong>and</strong> more than 1.5<br />

million of small-scale forest hold<strong>in</strong>gs (with an average size of a hold<strong>in</strong>g of approximately<br />

1 ha) was at one time considered undesirable by some groups of politicians<br />

<strong>and</strong> citizens. They argued for a change <strong>in</strong> forest ownership structure, po<strong>in</strong>t<strong>in</strong>g to the<br />

experiences of neighbour<strong>in</strong>g countries <strong>in</strong> which the privatisation <strong>and</strong> restitution of<br />

forests had begun. But this position has not prevailed.<br />

Conifer species dom<strong>in</strong>ate <strong>in</strong> Pol<strong>and</strong>, account<strong>in</strong>g for 77 percent of its forest area.<br />

Overall, coniferous forests comprise 66.6 percent of Pol<strong>and</strong>’s forest area, broadleaved<br />

forests 15.4 percent <strong>and</strong> mixed forests 18 percent (Figure 2).<br />
