The percentage of certified wood trade <strong>in</strong> Russia rema<strong>in</strong>s quite low. Accord<strong>in</strong>g to<br />

WWF data, members of the Global <strong>Forest</strong> Trade Network account for only 7 percent<br />

of Russian wood exports, while nonmembers account for 93 percent. Foreign nonmember<br />

importers comprise 99.8 percent of all importers while members make up<br />

the rema<strong>in</strong><strong>in</strong>g 0.2 percent. Lead<strong>in</strong>g import<strong>in</strong>g members of European buyers groups<br />

are Van Hoorembeke Timber, IKEA International A/S, <strong>and</strong> SCA <strong>Forest</strong> Products. 32<br />

While the quantity of certified trade is low at present, it appears poised to grow quite<br />

rapidly because major firms, such as Ilim Pulp, are <strong>in</strong> the process of obta<strong>in</strong><strong>in</strong>g certification<br />

<strong>and</strong> support it.<br />

The export of illegally harvested Russian wood is very high. In northwest Russia <strong>in</strong><br />

2000 official round wood production was 15 to 17 million cubic meters. Roundwood<br />

<strong>and</strong> sawnwood exports totaled 16 million cubic meters. Roundwood converted <strong>in</strong>to<br />

pulp <strong>and</strong> paper totaled 5 million cubic meters, while 3 million cubic meters was used<br />

for the home market. In total, 24 million cubic meters was produced, 7-9 million<br />

cubic meters over the official production estimates, <strong>in</strong>dicat<strong>in</strong>g high levels of illegally<br />

harvested wood. 33<br />

An example from the Russian Far East shows a much bigger illegal element <strong>in</strong><br />

logg<strong>in</strong>g accounts. The legally allowed annual cutt<strong>in</strong>g rate <strong>and</strong> export of hardwood<br />

(e.g. ash, oak) from Primorskiy Kray totals 260 thous<strong>and</strong> cubic meters. However, the<br />

annual export data from the Russian Customs Department is 464 thous<strong>and</strong> cubic<br />

meters. The annual export as estimated by harvesters is 700 thous<strong>and</strong> cubic meters.<br />

Illegal trade occurs due to long trade cha<strong>in</strong>s which muddle the orig<strong>in</strong> of wood, nontransparent<br />

bus<strong>in</strong>ess practices, a lack of an established cha<strong>in</strong>-of-custody, <strong>and</strong><br />

perfunctory verification, 34<br />

together with huge dem<strong>and</strong> <strong>and</strong> <strong>in</strong>difference to Russian<br />

environmental impacts <strong>in</strong> Ch<strong>in</strong>a. In Western Europe, different forms of oversight <strong>and</strong><br />

checks, such as FSC <strong>and</strong> Greenpeace, prevent the consumption of certa<strong>in</strong> k<strong>in</strong>ds of<br />
