Accord<strong>in</strong>g to CCMSS, another of the most important bottlenecks <strong>in</strong> the evaluation<br />

process for certification <strong>in</strong> Mexico is the need to have a larger number of qualified<br />

consultants to carry out the forest certification assessments (Alatorre 2003).<br />

Without a doubt, one of the greatest obstacles to successful forest certification is<br />

the lack of access to markets will<strong>in</strong>g to pay higher prices for certified timber <strong>and</strong><br />

products. After promot<strong>in</strong>g certification <strong>in</strong> Mexico for ten years, most of the certified<br />

community forestry operations <strong>and</strong> ejidos have not been able to place their forest<br />

products directly <strong>in</strong>to markets that purchase these k<strong>in</strong>ds of products. Access has been<br />

achieved only by private <strong>in</strong>dustries <strong>in</strong> the state of Durango that purchase certified<br />

wood from sites <strong>in</strong> the state <strong>and</strong> sell it to their clients <strong>in</strong> the United States.<br />

F<strong>in</strong>ally, it is necessary to f<strong>in</strong>ish develop<strong>in</strong>g the national FSC certification st<strong>and</strong>ards<br />

for Mexico, so that they are congruent with the conditions <strong>and</strong> reality of the country’s<br />

forest ecosystems <strong>and</strong> forestry sector. The development of st<strong>and</strong>ards should be<br />

part of a national plan that also follows up <strong>and</strong> monitors the certification process <strong>in</strong><br />

Mexico.<br />

Future Developments<br />

While Mexican state <strong>and</strong> federal governments have created stronger pro-certification<br />

<strong>in</strong>itiatives than <strong>in</strong> most other countries, the future success of certification also<br />

requires that government policy be developed to improve the transformation <strong>and</strong><br />

<strong>in</strong>dustrialization processes of certified timber products, as well as the production of<br />

value-added products <strong>and</strong> of products that satisfy the quality st<strong>and</strong>ards of foreign<br />

markets. It will also be necessary to strengthen local bus<strong>in</strong>esses’ forest adm<strong>in</strong>istration<br />

processes, develop management frameworks, <strong>and</strong> promote production processes that<br />

are highly efficient <strong>and</strong> competitive.<br />

The certification process <strong>in</strong> Mexico will require greater fiscal, regulatory <strong>and</strong><br />

economic <strong>in</strong>centives <strong>in</strong> order to ma<strong>in</strong>ta<strong>in</strong> the <strong>in</strong>terest of certified communities <strong>and</strong><br />

ejidos <strong>in</strong> cont<strong>in</strong>u<strong>in</strong>g with certification. The achievements of certification <strong>in</strong> Mexico<br />

are due <strong>in</strong> great part to the work, experience, <strong>and</strong> trust developed by CCMSS with<strong>in</strong><br />

the communities <strong>and</strong> forest organizations <strong>in</strong> Mexico. If SmartWood, as the agency <strong>in</strong><br />

charge of certification <strong>in</strong> Mexico now, does not take these experiences under<br />

advisement <strong>and</strong> give priority to the commercialization of certified products, there<br />

will be many problems <strong>in</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g the certification process <strong>in</strong> this country.<br />

Future success of certification will also require that government <strong>in</strong>stitutions<br />

develop a program to promote effective forestry management <strong>in</strong> those forest<br />

communities <strong>and</strong> ejidos that are still far from be<strong>in</strong>g certified, but which have<br />

demonstrated <strong>in</strong>terest <strong>in</strong> improv<strong>in</strong>g their management of their forests. The<br />

emergence of new certify<strong>in</strong>g agencies <strong>in</strong> Mexico will likely provoke an improved<br />

performance among this type of organization, <strong>and</strong> will exp<strong>and</strong> the possibility of<br />

br<strong>in</strong>g<strong>in</strong>g new forestry operations <strong>in</strong>to forest certification.<br />

F<strong>in</strong>ally, forest communities with <strong>in</strong>ternal conflicts <strong>in</strong> their territory have been<br />

deemed <strong>in</strong>eligible for certification, <strong>and</strong> this has discouraged them from engag<strong>in</strong>g <strong>in</strong><br />

proper forest management. This was the case of the Pueblos Mancomunados <strong>in</strong><br />

Oaxaca. Perhaps if the certify<strong>in</strong>g agency were to consider certify<strong>in</strong>g just the portion<br />
