required to achieve broad compliance <strong>and</strong> to ensure that the forestry sector as a whole<br />

is susta<strong>in</strong>able. This view is promoted among environmental NGOs <strong>and</strong> government<br />

agencies <strong>in</strong> South Africa (DWAF 1997).<br />

It was recognized that there is some common ground between the two viewpo<strong>in</strong>ts<br />

<strong>and</strong> it became generally accepted that a set of m<strong>in</strong>imum st<strong>and</strong>ards, enforced by<br />

statutory regulation, should be developed. These m<strong>in</strong>imum st<strong>and</strong>ards should ensure<br />

a reasonable level of compliance with basic environmental norms. However, the<br />

statutory m<strong>in</strong>imum st<strong>and</strong>ards would not be sufficient to achieve high st<strong>and</strong>ards of<br />

environmental management. It was reasoned that, through market forces, companies<br />

would be driven to adhere to these higher st<strong>and</strong>ards of environmental management<br />

(DWAF 1997).<br />

Approaches to the development of a procedure for the establishment of national<br />

criteria <strong>and</strong> <strong>in</strong>dicators as m<strong>in</strong>imum st<strong>and</strong>ards for susta<strong>in</strong>ability were discussed <strong>in</strong><br />

1997. The objectives of the procedure were to:<br />

reach agreement on criteria <strong>and</strong> <strong>in</strong>dicators of susta<strong>in</strong>able forest management;<br />

<strong>in</strong>fluence all management systems <strong>and</strong> current certification systems<br />

through the authority of a national set of criteria <strong>and</strong> <strong>in</strong>dicators;<br />

exam<strong>in</strong>e the need for further <strong>in</strong>formation (DWAF 1997).<br />

The development of a national set of m<strong>in</strong>imum st<strong>and</strong>ards was taken further with<br />

the <strong>in</strong>corporation of a section on the promotion <strong>and</strong> enforcement of susta<strong>in</strong>able<br />

forest management <strong>in</strong> the National <strong>Forest</strong> Act (Act 84 of 1998). The Act provides for<br />

the M<strong>in</strong>ister of Water Affairs <strong>and</strong> <strong>Forest</strong>ry to:<br />

determ<strong>in</strong>e criteria on the basis of which it can be determ<strong>in</strong>ed whether or<br />

not forests are be<strong>in</strong>g managed susta<strong>in</strong>ably;<br />

develop <strong>in</strong>dicators that may be used to measure the state of the forest<br />

management <strong>and</strong> appropriate st<strong>and</strong>ards <strong>in</strong> relation to <strong>in</strong>dicators; <strong>and</strong><br />

create or promote certification programmes <strong>and</strong> other <strong>in</strong>centives to<br />

encourage susta<strong>in</strong>able forest management (Republic of South Africa 1998).<br />

In 2001 the Committee for Susta<strong>in</strong>able <strong>Forest</strong> Management (sub-committee of the<br />

National <strong>Forest</strong>ry Advisory Council, which advises the M<strong>in</strong>ister on forestry matters)<br />

appo<strong>in</strong>ted a group of consultants to develop a national set of Pr<strong>in</strong>ciples, Criteria,<br />

Indicators <strong>and</strong> St<strong>and</strong>ards (PCI&S) for susta<strong>in</strong>able forest management <strong>in</strong> South<br />

Africa. The process was funded by the UK Department for International<br />

Development (DFID). The development process is centred on a very <strong>in</strong>tensive stakeholder<br />

consultation process. Stakeholders from forestry, environmental groups,<br />

labour unions, etc. were consulted at every step. The process was completed <strong>in</strong> 2002.<br />

The ma<strong>in</strong> objective was not, however, to develop a national FSC certification<br />

st<strong>and</strong>ard as developed by countries such as Sweden. The purpose was to develop<br />

PCI&S that could be used at national, prov<strong>in</strong>cial, l<strong>and</strong>scape, <strong>and</strong> local scales by a<br />

yale school of forestry & environmental studies
