LVM lists the follow<strong>in</strong>g expected benefits from forest certification (LVM 2003b):<br />

cont<strong>in</strong>ued improvement of st<strong>and</strong>ards <strong>and</strong> quality of forest management;<br />

<strong>in</strong>ternationally <strong>and</strong> nationally accepted evidence that forests are well<br />

managed;<br />

improved competitiveness <strong>and</strong> stable timber sales <strong>in</strong> the future;<br />

elim<strong>in</strong>ation of the flow of illegal timber.<br />

Despite these lofty goals, it is our op<strong>in</strong>ion that forest certification <strong>in</strong> Latvia is best<br />

seen as a system for evaluat<strong>in</strong>g forest management practices aga<strong>in</strong>st national <strong>and</strong><br />

<strong>in</strong>ternational st<strong>and</strong>ards, rather than as an <strong>in</strong>strument for solv<strong>in</strong>g any specific forest<br />

sector problem. Because of the exist<strong>in</strong>g structures <strong>and</strong> traditions with<strong>in</strong> Latvia’s forest<br />

sector, those forest owners who receive certification have likely been manag<strong>in</strong>g their<br />

forests accord<strong>in</strong>g to strict st<strong>and</strong>ards <strong>in</strong> the first place.<br />

It is difficult, if not impossible, to dist<strong>in</strong>guish the effects of certification from the<br />

implementation of Latvian forestry st<strong>and</strong>ards on the function<strong>in</strong>g of LVM. Because of<br />

the relatively recent changes <strong>in</strong> the Latvian forest sector follow<strong>in</strong>g <strong>in</strong>dependence,<br />

forest sector reforms <strong>and</strong> the establishment of LVM have taken place alongside the<br />

emergence of forest certification. In fact, one of the found<strong>in</strong>g m<strong>and</strong>ates of LVM was<br />

to ensure that Latvian forestry practices would reach <strong>in</strong>ternational st<strong>and</strong>ards through<br />

certification. Tra<strong>in</strong><strong>in</strong>g of LVM employees <strong>and</strong> partners, as well as its <strong>in</strong>ternal recordkeep<strong>in</strong>g<br />

structure, were set up to be <strong>in</strong> accordance both with FSC certification<br />

st<strong>and</strong>ards <strong>and</strong> with LVM’s own <strong>in</strong>ternal goals for improvement <strong>and</strong> susta<strong>in</strong>able<br />

forestry. Thus, because the Latvian forest sector was essentially be<strong>in</strong>g reconstructed<br />

“from scratch” dur<strong>in</strong>g the 1990s, many certification requirements could, <strong>in</strong> effect, be<br />

<strong>in</strong>corporated <strong>in</strong>to the fundamental structures <strong>and</strong> functions of LVM.<br />

Power<br />

It appears that certification grants certa<strong>in</strong> powers to the certified organizations. For<br />

example, Skaidrīte Albertiņa of the <strong>Forest</strong> Owners’ Association expla<strong>in</strong>s, “<strong>Forest</strong> certification<br />

is not m<strong>and</strong>atory, but rather a voluntary process. If someone doesn’t want<br />

to, he can choose not to certify his forest. We (FOA) will simply exclude this forest<br />

owner from our circle, because we believe that he is not will<strong>in</strong>g to work with<strong>in</strong> the<br />

susta<strong>in</strong>able forestry system” (Jaunbelzere <strong>and</strong> Ivans 2000). Thus, the <strong>Forest</strong> Owners’<br />

Association can use certification as a de facto requirement for acceptance <strong>in</strong> the cooperative,<br />

thereby assert<strong>in</strong>g the importance it places on the management st<strong>and</strong>ards set<br />

by certification.<br />

Environmental groups have undoubtedly benefited from the certification process,<br />

as it has provided a formal, structured medium <strong>in</strong> which to pursue their agendas.<br />

Accord<strong>in</strong>g to Jānis Rozītis of WWF Latvia, “<strong>Certification</strong> st<strong>and</strong>ards have become an<br />

<strong>in</strong>strument for environmental <strong>and</strong> social <strong>in</strong>terest groups to use <strong>in</strong> <strong>in</strong>fluenc<strong>in</strong>g the<br />

quality of forest management. There is no doubt that they have succeeded <strong>in</strong> do<strong>in</strong>g so.”<br />
