has focused the attention of Guatemalans on the identification of threatened species,<br />

protection of seed trees, <strong>and</strong> habitat conservation. In Estonia, Ahas et al describe the<br />

development of an Estonian methodology for biodiversity protection <strong>in</strong>volv<strong>in</strong>g<br />

reserv<strong>in</strong>g key biotopes <strong>and</strong> leav<strong>in</strong>g snags <strong>and</strong> dead wood. In Estonia, too, a unique<br />

“Spr<strong>in</strong>g Truce” has been arranged where no logg<strong>in</strong>g takes place between April 15 <strong>and</strong><br />

June 30 to m<strong>in</strong>imize the disturbance to animals dur<strong>in</strong>g the breed<strong>in</strong>g season.<br />

Tysiachniouk describes how certified companies are required to identify <strong>and</strong> protect<br />

high conservation value forests <strong>in</strong> Russia, reduc<strong>in</strong>g threats of biodiversity loss on<br />

certified l<strong>and</strong>s.<br />

Monitor<strong>in</strong>g <strong>and</strong> Compliance<br />

Several case studies draw attention to how certification has improved forest<br />

monitor<strong>in</strong>g <strong>and</strong> compliance. Ham notes <strong>in</strong> the South Africa case study how<br />

forest certification led to improvement <strong>in</strong> the system of checks <strong>and</strong> balances,<br />

<strong>in</strong>clud<strong>in</strong>g the formalization of previously ad hoc adherence to company policies <strong>and</strong><br />

the systemization of processes to ensure consistent implementation. Practical<br />

mechanisms <strong>in</strong>cluded the development of <strong>in</strong>ternal checklists <strong>and</strong> the addition of staff<br />

with environmental expertise. Monitor<strong>in</strong>g has improved <strong>in</strong> Malaysia as state forestry<br />

departments are now committed to <strong>in</strong>corporat<strong>in</strong>g <strong>in</strong>formation monitor<strong>in</strong>g<br />

environmental impacts, <strong>in</strong>clud<strong>in</strong>g areas lost or destroyed after logg<strong>in</strong>g, the number<br />

<strong>and</strong> length of second roads <strong>and</strong> skid trails, <strong>and</strong> the area of log yards.<br />

Tra<strong>in</strong><strong>in</strong>g<br />

There is also evidence that much more tra<strong>in</strong><strong>in</strong>g is tak<strong>in</strong>g place to ensure that staff are<br />

aware of environmental issues, can recognize endangered species, <strong>and</strong> <strong>in</strong>corporate<br />

biodiversity protection <strong>in</strong>to their job requirements. In Estonia, senior corporate<br />

managers <strong>in</strong> certified operations are more <strong>in</strong>terested <strong>in</strong> environmental issues than<br />

previously <strong>and</strong> extensive tra<strong>in</strong><strong>in</strong>g exercises have been held <strong>and</strong> manuals produced.<br />

Accord<strong>in</strong>g to Ahas et al, “These <strong>in</strong>itiatives have <strong>in</strong> turn changed behavior <strong>in</strong> everyday<br />

forest management <strong>and</strong> resulted <strong>in</strong> more close-to-nature forest management<br />

practices.” Muhtaman <strong>and</strong> Prasetyo note that companies <strong>in</strong>volved <strong>in</strong> certification<br />

“cont<strong>in</strong>uously conduct tra<strong>in</strong><strong>in</strong>g of employees <strong>and</strong> community participants <strong>in</strong> various<br />

topics relat<strong>in</strong>g to susta<strong>in</strong>able development.” In community forest operations too, such<br />

as those <strong>in</strong> PNG, Solomon Isl<strong>and</strong>s, Indonesia, <strong>and</strong> Mexico, NGOs have established<br />

tra<strong>in</strong><strong>in</strong>g schemes to encourage local people to employ better management practices.<br />

Thus, for example, Wairiu notes <strong>in</strong> the Solomon Isl<strong>and</strong>s case study that “some<br />

communities managed to halt commercial logg<strong>in</strong>g <strong>in</strong> their forest areas through<br />

awareness tra<strong>in</strong><strong>in</strong>g <strong>in</strong> certification st<strong>and</strong>ards.”<br />

Attitud<strong>in</strong>al Change<br />

While difficult to measure formally, many of the case studies also draw attention to<br />

certification’s role <strong>in</strong> generat<strong>in</strong>g significant attitud<strong>in</strong>al change, especially <strong>in</strong> forest<br />

managers. Paschalis-Jakubowicz makes this po<strong>in</strong>t <strong>in</strong> the case of Pol<strong>and</strong>, where he<br />
