conclusion<br />

<strong>Certification</strong> has <strong>in</strong>troduced a new paradigm to the Estonian forestry sector. Its most<br />

important achievement has been <strong>in</strong>itiat<strong>in</strong>g discussions among different stakeholders<br />

<strong>in</strong> the Estonian National Work<strong>in</strong>g Group on <strong>Forest</strong> <strong>Certification</strong> s<strong>in</strong>ce 1998. New<br />

ideas have emerged among foresters <strong>and</strong> NGOs, <strong>and</strong> an entire generation has become<br />

aware of susta<strong>in</strong>able forestry. All of The State <strong>Forest</strong> Management Center (RMK)’s<br />

hold<strong>in</strong>gs, represent<strong>in</strong>g forty percent of Estonian forests, have been FSC certified. This<br />

has improved both environmental quality <strong>and</strong> the country’s forestry reputation.<br />

RMK has established rules for manag<strong>in</strong>g its forests while sav<strong>in</strong>g the environment, <strong>and</strong><br />

has also worked hard to implement those rules. Efforts have been made to <strong>in</strong>crease<br />

social security for forest laborers.<br />

<strong>Certification</strong> has not yet reached private forest owners. Most of their forest hold<strong>in</strong>gs<br />

are smaller than ten hectares. Furthermore, organization <strong>and</strong> cooperation among<br />

private forest owners is m<strong>in</strong>imal, mak<strong>in</strong>g it difficult to exchange <strong>in</strong>formation, promote<br />

certification, <strong>and</strong> communicate effectively. Cooperation of l<strong>and</strong>owners is also slow <strong>in</strong><br />

Estonia because, after 50 years of the centrally-controlled Soviet system, forest owners<br />

want to be masters of their l<strong>and</strong>. Thus, certification has not solved the ma<strong>in</strong> forestry<br />

problems such as unsusta<strong>in</strong>able over-logg<strong>in</strong>g <strong>and</strong> illegal forestry, which are widespread<br />

<strong>in</strong> private forests but were never very serious <strong>in</strong> the State forests. If certification is to<br />

<strong>in</strong>crease its <strong>in</strong>fluence <strong>in</strong> achiev<strong>in</strong>g better forest management <strong>in</strong> the future, it will have<br />

to <strong>in</strong>clude <strong>and</strong> <strong>in</strong>volve private forest owners. This goal could be reached if certified<br />

products were valued more highly <strong>in</strong> markets so that private forest owners would be<br />

<strong>in</strong> a position to make f<strong>in</strong>ancial ga<strong>in</strong>s follow<strong>in</strong>g support for forest certification.<br />

No major obstacles were encountered dur<strong>in</strong>g the development of st<strong>and</strong>ards <strong>and</strong><br />

certification processes. Both the FSC <strong>and</strong> PEFC <strong>in</strong>itiatives faced the problem of low<br />

<strong>in</strong>terest among stakeholders <strong>and</strong> experts. Estonia is a small country <strong>and</strong> the number<br />

of people deal<strong>in</strong>g with forestry <strong>and</strong> certification issues is quite limited. Those<br />

<strong>in</strong>volved are already overloaded with work <strong>and</strong> it is difficult to book additional time<br />

for participation <strong>in</strong> new <strong>in</strong>itiatives or discussions. It seems that a similar problem is<br />

appear<strong>in</strong>g across the whole region of Central <strong>and</strong> Eastern Europe.<br />

In the authors’ op<strong>in</strong>ion, f<strong>in</strong>d<strong>in</strong>g <strong>and</strong> promot<strong>in</strong>g markets for certified timber is vital<br />

to facilitate further development of forest certification. Closer cooperation among<br />

forest owners <strong>and</strong> the promotion of group certification to reduce the costs of<br />

certification are essential steps to facilitate certification among private forest owners.<br />

To ma<strong>in</strong>ta<strong>in</strong> <strong>and</strong> support further development of the certified marketplace, an effort<br />

should be made by NGOs to promote <strong>and</strong> support the companies that have achieved<br />

CoC certification <strong>and</strong> to <strong>in</strong>troduce the idea of certification among forest <strong>and</strong> timber<br />

<strong>in</strong>dustry on a larger scale.<br />

More detailed <strong>and</strong> evidence-based evaluation of the specific environmental, social<br />

<strong>and</strong> economical effects of forest certification is one of the most important research<br />

topics <strong>in</strong> com<strong>in</strong>g years. A set of qualitative <strong>and</strong> quantitative methods <strong>and</strong> <strong>in</strong>dicators<br />

should be developed to achieve accurate results, which ought to elucidate challenges<br />

as well as further knowledge of the range of results <strong>and</strong> benefits, which, seen <strong>in</strong> their<br />

entirety, may help <strong>in</strong>crease support for certification.<br />
