This was the beg<strong>in</strong>n<strong>in</strong>g of the socialization of the decision-mak<strong>in</strong>g process <strong>in</strong><br />

Polish forestry, which was done by voluntary <strong>and</strong> government organizations that were<br />

not professionally associated with forestry. It is thought to be one of the most important<br />

trends <strong>in</strong> the future development of multifunctional forestry.<br />

<strong>Forest</strong>ry Problems<br />

The contemporary concept of susta<strong>in</strong>able <strong>and</strong> balanced development of forests is referenced<br />

first of all to utilization of forest resources <strong>in</strong>tended “. . . to manage <strong>and</strong> use<br />

forests <strong>and</strong> forest areas <strong>in</strong> a manner <strong>and</strong> at a rate ensur<strong>in</strong>g the preservation of their<br />

regenerative potential <strong>in</strong> a long run” (Paschalis-Jakubowicz 1998). The implementation<br />

of the pr<strong>in</strong>ciples of this concept entails formulation <strong>and</strong> fulfillment of the follow<strong>in</strong>g<br />

requirements:<br />

the guarantee that the socialization of the decision-mak<strong>in</strong>g process <strong>in</strong><br />

forestry will proceed;<br />

the assumption that the whole forest ecosystem should be the object of<br />

forest management;<br />

the assurance that the man-nature relationship is safe for the environment.<br />

Conduct<strong>in</strong>g forest management requires not only professional knowledge of forest<br />

issues by a forest owner or manager, but also the implementation <strong>and</strong> verification <strong>in</strong><br />

practice of the documented, described <strong>and</strong> transparent rules which, for the rest of the<br />

community, must be conv<strong>in</strong>c<strong>in</strong>g proof of susta<strong>in</strong>able forest management. In the case<br />

of some practice areas (e.g., forest conservation, silviculture <strong>and</strong> forest management)<br />

we already have a lengthy history of their application <strong>and</strong> improvement.<br />

Accession to the European Union with its documented, systematized, as well as<br />

science- <strong>and</strong> practice-proven rules <strong>and</strong> pr<strong>in</strong>ciples of proceed<strong>in</strong>g, which are subject to<br />

thorough monitor<strong>in</strong>g <strong>and</strong> m<strong>and</strong>atory implementation, is especially important for the<br />

current <strong>and</strong> future development of Polish forestry. Already hav<strong>in</strong>g such a fully<br />

transparent system, the State <strong>Forest</strong>s <strong>and</strong> the entire Polish forestry sector were<br />

conv<strong>in</strong>ced that those were satisfactory documents <strong>and</strong> should be fully acknowledged<br />

<strong>and</strong> approved by all <strong>in</strong>terested parties, both professionals <strong>and</strong> the public.<br />

The need for further development of theoretical work deal<strong>in</strong>g with these issues<br />

seems apparent. <strong>Forest</strong> utilization, be<strong>in</strong>g an <strong>in</strong>tegral part of forest resources<br />

management, is closely related <strong>in</strong> time <strong>and</strong> space to other areas of forestry.<br />

Silviculture, forest management, <strong>and</strong> forest protection programs should be<br />

implemented accord<strong>in</strong>g to a hierarchy of objectives that govern multifunctional<br />

forestry — mean<strong>in</strong>g forestry that serves a broad set of social <strong>and</strong> environmental, as<br />

well as <strong>in</strong>dustrial, functions. Susta<strong>in</strong>able forest utilization should be a guid<strong>in</strong>g<br />

pr<strong>in</strong>ciple <strong>in</strong> deriv<strong>in</strong>g direct <strong>and</strong> <strong>in</strong>direct benefits from all forest functions. In terms of<br />
