owner had adequate systems <strong>and</strong> practices <strong>in</strong> place, a certificate could be issued. The<br />

fact that a certificate covers the forest management unit <strong>and</strong> all operations related to<br />

the FMU (therefore all enterprises undertak<strong>in</strong>g operations <strong>in</strong> an FMU <strong>in</strong>clud<strong>in</strong>g contractors<br />

have to be <strong>in</strong> compliance) was not considered (Frost et al. 2003).<br />

This resulted <strong>in</strong> a number of major CARs be<strong>in</strong>g raised reflect<strong>in</strong>g the <strong>in</strong>adequacy of<br />

service providers’ systems <strong>and</strong> practices. The outcome has been that companies are<br />

now pro-active <strong>in</strong> encourag<strong>in</strong>g <strong>and</strong> ensur<strong>in</strong>g that their contractors comply with the<br />

necessary st<strong>and</strong>ards such as those perta<strong>in</strong><strong>in</strong>g to health <strong>and</strong> safety (Frost et al. 2003)<br />

Economic<br />

The perceived market advantage of obta<strong>in</strong><strong>in</strong>g FSC certification has not materialized<br />

to the degree some companies expected. Many producers did not experience the predicted<br />

<strong>in</strong>crease <strong>in</strong> sales <strong>and</strong> subsequent expansion of markets (Frost et al. 2003).<br />

For <strong>in</strong>stance, dur<strong>in</strong>g a recent <strong>in</strong>digenous timber auction held by DWAF, it was<br />

widely advertised that the timber came from a certified forest. Accord<strong>in</strong>g to a<br />

spokesperson for DWAF, this had no impact on the number of buyers or the prices<br />

paid. It was noticed, however, that the buyers of the timber did <strong>in</strong>dicate to their market<br />

that their products were made from certified timber.<br />

Still, few companies regret becom<strong>in</strong>g certified as the process has helped to<br />

consolidate <strong>and</strong> secure exist<strong>in</strong>g markets. Some firms feel that hav<strong>in</strong>g certification has<br />

improved their marketability to prospective customers <strong>and</strong> others report gett<strong>in</strong>g<br />

orders for new products as these customers try to move away from non-certified<br />

suppliers, particularly <strong>in</strong> Asia (Frost et al. 2003).<br />

It is suggested that the relative early certification of South African manufacturers<br />

helped to improve their position <strong>in</strong> the market <strong>and</strong> first-mover advantage has come<br />

<strong>in</strong>to play. In 1996 South Africa hardly featured <strong>in</strong> Homebase’s supply list, but it is now<br />

estimated that 10 percent of its timber is purchased from South Africa (Frost et al. 2003).<br />

A non-tangible benefit of certification has been the improved transparency created<br />

throughout the supply cha<strong>in</strong>. As <strong>in</strong>dividual products are marketed with a unique<br />

certification number it becomes easier to monitor quality st<strong>and</strong>ards. Previous defects<br />

could only be traced to country of orig<strong>in</strong>; now they can be pegged to a specific<br />

manufacturer (Frost et al. 2003).<br />

Environmental<br />

<strong>Certification</strong> has had an <strong>in</strong>direct effect on the natural environment by promot<strong>in</strong>g<br />

more environmentally acceptable management practices. The biggest environmental<br />

effect can, however, be found <strong>in</strong> the change that it brought to the way foresters th<strong>in</strong>k<br />

about forest management.<br />

Change <strong>in</strong> Attitude<br />

From a survey conducted <strong>in</strong> 2000 among private timber growers <strong>in</strong> South Africa,<br />

access to markets was identified as one of the biggest reasons for obta<strong>in</strong><strong>in</strong>g FSC<br />
