<strong>in</strong>troduction<br />

The problem of certification <strong>in</strong> forest management is controversial for many reasons,<br />

<strong>in</strong>clud<strong>in</strong>g its cost <strong>and</strong> benefits, trade <strong>and</strong> voluntary certification, label<strong>in</strong>g, transparency<br />

of rules, national sovereignty, domestic regulations, the scientific basis for<br />

def<strong>in</strong><strong>in</strong>g <strong>and</strong> measur<strong>in</strong>g susta<strong>in</strong>able forest management, the roles of governments,<br />

<strong>and</strong> <strong>in</strong>jured professional pride on the part of foresters who are suddenly criticized<br />

<strong>and</strong> forced to test their professional <strong>and</strong> practical knowledge of the trade (Oz<strong>in</strong>ga<br />

2001, Thornber 1999).<br />

At the same time, upward trends regard<strong>in</strong>g threats to the natural environment,<br />

<strong>in</strong>clud<strong>in</strong>g forests, can be observed. The blame for this has been placed partly on forest<br />

management methods. So it became urgent to f<strong>in</strong>d a way out of the situation <strong>and</strong><br />

several solutions to the problem have been considered. <strong>Certification</strong> adopted, as a<br />

rule, the development of an evaluation system based on appropriate <strong>in</strong>dicators <strong>and</strong><br />

criteria that would enable objective determ<strong>in</strong>ation of the impact of the conducted<br />

bus<strong>in</strong>ess activities <strong>in</strong> forestry <strong>and</strong> its impact on the surround<strong>in</strong>g natural environment<br />

<strong>and</strong> elim<strong>in</strong>ation of <strong>in</strong>correct solutions.<br />

The decision to pursue such a system, supported with the guarantee of <strong>in</strong>dependence<br />

of the certifier, made it possible for the process to beg<strong>in</strong> <strong>in</strong> Pol<strong>and</strong>. It was<br />

believed that confirmation of the high level of forest management <strong>in</strong> the case of the<br />

dom<strong>in</strong>ant state forest property would be one of the essential arguments <strong>in</strong> favour of<br />

such a forestry model. <strong>Certification</strong> is a particular challenge for European <strong>and</strong> Polish<br />

forestry, where most forest areas are under uniform, strictly def<strong>in</strong>ed <strong>and</strong> centrally verified<br />

management. At the same time Pol<strong>and</strong> was one of the first European countries<br />

that decided to carry out forest certification. <strong>Forest</strong> certification <strong>and</strong> Cha<strong>in</strong> of<br />

Custody (C-of-C) of wood were <strong>in</strong>troduced to Polish forestry by decision of the<br />

General Director of State <strong>Forest</strong>s <strong>in</strong> 1995 as a sort of external, <strong>in</strong>dependent audit of<br />

forest management carried out by State <strong>Forest</strong>s. Currently, nearly 85 percent of forest<br />

areas managed by State <strong>Forest</strong>s are FSC (<strong>Forest</strong> Stewardship Council) certified<br />

(Certyfikacja 2000).<br />

The whole process of forest certification was based on the Pr<strong>in</strong>ciples <strong>and</strong> Criteria<br />

for Natural <strong>Forest</strong> Management, a document consist<strong>in</strong>g of 10 Pr<strong>in</strong>ciples <strong>and</strong> 52<br />

Criteria (Qualifor Programme 1999a). These pr<strong>in</strong>ciples <strong>and</strong> criteria were described<br />

<strong>and</strong> expla<strong>in</strong>ed carefully <strong>in</strong> a number of papers. The essential legal documents,<br />

directives <strong>and</strong> rules of forest management were reviewed <strong>and</strong> a detailed review was<br />

carried out <strong>in</strong> compliance with the rules <strong>in</strong> a r<strong>and</strong>omly chosen <strong>Forest</strong> District. The<br />

practical verification of the pr<strong>in</strong>ciples <strong>and</strong> the system of task accomplishment was<br />

conducted follow<strong>in</strong>g the QUALIFOR program, consider<strong>in</strong>g both environmental <strong>and</strong><br />

socio-economic aspects (Qualifor Programme 1999b).<br />

The pr<strong>in</strong>ciples of forest management carried out by State <strong>Forest</strong>s fully meet all the<br />

FSC requirements; this is confirmed by the reports produced after the completion of<br />

certification. Simultaneously, <strong>in</strong> many sectors of Polish forestry <strong>and</strong> <strong>in</strong> specific directives<br />

for carry<strong>in</strong>g out <strong>in</strong>dividual forest operations, sets of <strong>in</strong>structions <strong>and</strong> rules of<br />

proceed<strong>in</strong>g, as well as <strong>in</strong> the timber raw material records, Polish forest management<br />

st<strong>and</strong>ards significantly exceed the level of requirements set by FSC.<br />
