On the other h<strong>and</strong>, dem<strong>and</strong>s by local communities to safeguard forestry jobs,<br />

collect local taxes from State <strong>Forest</strong>s, <strong>and</strong> ma<strong>in</strong>ta<strong>in</strong> public access to forestl<strong>and</strong>s were<br />

bolstered by the certification process. In these areas certification has also had the<br />

effect of exacerbat<strong>in</strong>g potential conflicts. Examples of problem areas <strong>in</strong>clude the<br />

requirement to reduce the volume of timber harvests, exempt large fragments of<br />

forests from economic exploitation, or leave quantities of dead wood <strong>in</strong> the forest.<br />

One of the weakest po<strong>in</strong>ts <strong>in</strong> the certification rules, not just there, but <strong>in</strong> the whole<br />

model of susta<strong>in</strong>able forestry, is the question of ensur<strong>in</strong>g forest susta<strong>in</strong>ability while<br />

fully respect<strong>in</strong>g the dem<strong>and</strong>s posed by local customs, regulations, <strong>and</strong> real social<br />

needs of access to forest resources. Insurance of public access <strong>and</strong> use of m<strong>in</strong>or forest<br />

products, <strong>in</strong> the form of collect<strong>in</strong>g mushrooms, berries <strong>and</strong> other forest floor produce<br />

for personal needs, is guaranteed by the Polish law of the l<strong>and</strong>, <strong>and</strong> certification rules<br />

do not change anyth<strong>in</strong>g <strong>in</strong> this respect. Nonetheless, procur<strong>in</strong>g lumber, even for the<br />

personal needs of local residents, is possible only <strong>in</strong> the form of purchase.<br />

An important additional trait of certification st<strong>and</strong>ards is their relative clarity as<br />

regards <strong>in</strong>terpretation. Their terms are universally acceptable <strong>and</strong>, hence, also acceptable<br />

to local communities. This is also l<strong>in</strong>ked with educational aspects, which bond<br />

eco-m<strong>in</strong>ded groups much closer to the cause of protect<strong>in</strong>g their shared environment<br />

than to any other cause.<br />

Economic<br />

At present, appraisal of economic effects must be limited to register<strong>in</strong>g certa<strong>in</strong> developments,<br />

without quantify<strong>in</strong>g them. However, study<strong>in</strong>g the documents from the past<br />

five years published <strong>in</strong> the reports of listed companies, wood-process<strong>in</strong>g plants, <strong>and</strong><br />

official statistics, <strong>in</strong>clud<strong>in</strong>g transaction prices on the timber market, the timber harvest<br />

volume <strong>and</strong> changes <strong>in</strong> the technology of work while perform<strong>in</strong>g various forest<br />

operations, wages for workers <strong>and</strong> general labour costs, the follow<strong>in</strong>g can be stated:<br />

It is certa<strong>in</strong> that the sale of lumber has been considerably facilitated by<br />

meet<strong>in</strong>g the certification requirements dem<strong>and</strong>ed by buyers of semiprocessed<br />

<strong>and</strong> processed wood <strong>and</strong> wood derivatives;<br />

The present market for wood <strong>in</strong> Pol<strong>and</strong> does not register changes <strong>in</strong> the<br />

price level of lumber sold from forests, irrespective of whether or not it is<br />

cha<strong>in</strong>-of-custody certified;<br />

The need for strict observance of restrictions on the use of pesticides, herbicides,<br />

application of shields, ergonomic barriers, work safety devices <strong>and</strong><br />

gear, etc., <strong>in</strong>creases production costs <strong>and</strong> requires application of advanced<br />

technology <strong>and</strong> techniques. From this perspective, the costs of lumber production<br />

have <strong>in</strong>creased.<br />

One of the fundamental dilemmas, which should be addressed when assess<strong>in</strong>g certification,<br />
