sprung up over the past decade throughout the Brazilian Amazon (Amaral <strong>and</strong><br />

Amaral Neto 2001).<br />

By late 2002, there were two certified community forest management enterprises<br />

near Xapuri, Acre, the home of Chico Mendes, but <strong>in</strong> 2003, another five community<br />

enterprises had either <strong>in</strong>itiated or completed certification. (See data under Current<br />

Status, below).<br />

Some of the difficulties faced by these enterprises <strong>in</strong>clude: a) greater transaction<br />

costs <strong>in</strong> provision of certification services to multiple smallholders; b) complexity of<br />

collective resource management; c) capital ration<strong>in</strong>g for equipment acquisition <strong>and</strong><br />

ma<strong>in</strong>tenance; <strong>and</strong> d) difficulties <strong>in</strong> community enterprise management <strong>and</strong> distribution<br />

of returns. One of the advantages of such enterprise with<strong>in</strong> extractive reserves is<br />

the fact that families do not own the l<strong>and</strong> – they have exclusive long-term usufruct<br />

rights, which are hereditary rather than transacted <strong>in</strong> the market, for l<strong>and</strong> ma<strong>in</strong>ta<strong>in</strong>ed<br />

under susta<strong>in</strong>able forest use. This removes the <strong>in</strong>centive to clear forest for other uses<br />

for perceived short-term ga<strong>in</strong>.<br />

As of April 2004, Brazil ranked fourth among all nations <strong>in</strong> terms of the number of<br />

certified forests (42), <strong>and</strong> eighth <strong>in</strong> regard to area (slightly under 1.6 million<br />

hectares 16 ), but rema<strong>in</strong>s the leader <strong>in</strong> terms of FSC certification <strong>in</strong> the tropics. Of its<br />

certified forest area, 529,079 ha are native forests of the Amazon <strong>and</strong> only 69 hectares<br />

<strong>in</strong> the Atlantic <strong>Forest</strong>. The latter are managed only for NTFP; native forest<br />

management for timber is no longer permitted <strong>in</strong> the Atlantic <strong>Forest</strong> as a<br />

conservation policy. There are over one million ha (<strong>in</strong>clud<strong>in</strong>g native forest reserves)<br />

of certified <strong>in</strong>dustrial plantations, nearly all <strong>in</strong> the Atlantic <strong>Forest</strong> biome.<br />

Trends <strong>in</strong> FSC certification from 1997 to 2003 show a steady exponential <strong>in</strong>crease<br />

<strong>in</strong> the number of certified operations, with a considerably larger share aris<strong>in</strong>g from<br />

plantation sources. The growth <strong>in</strong> certified area was on the order of 10percent <strong>in</strong> 2003<br />

(FSC-Brasil 2004). While the area <strong>in</strong> certified plantations was substantially greater at<br />

the outset of the certification process <strong>in</strong> the mid-1990s, <strong>in</strong> 2003, for the first time,<br />

newly certified natural forests (54 percent) outstripped plantations (46 percent).<br />

Imaflora had been responsible for certify<strong>in</strong>g 53 percent of operations, monitor<strong>in</strong>g<br />

the majority of Brazilian certified forests. The two other <strong>Forest</strong> Stewardship Council<br />

(FSC) accredited organizations that have certified operations <strong>in</strong> Brazil are SCS, Inc<br />

(30 percent) <strong>and</strong> SGS <strong>Forest</strong>ry, Ltd. (13 percent) (Jones 2003). 17<br />

Current Status of the Certified Marketplace<br />

Figure 1 below traces growth <strong>in</strong> the number of products from cha<strong>in</strong> of custody<br />

certifications orig<strong>in</strong>at<strong>in</strong>g from natural forest management <strong>and</strong> plantations under FSC<br />

criteria.<br />

The data show a nearly exponential rise <strong>in</strong> number of certified products <strong>and</strong><br />

cha<strong>in</strong>-of-custody certifications over the years. The role of export markets is important<br />

<strong>in</strong> stimulat<strong>in</strong>g adoption, but with the creation of the Certified Wood Buyers’<br />
