Consolidation of the relationship with other community groups. <strong>Certification</strong><br />

has stimulated the exchange of experiences with other users <strong>and</strong> the establishment<br />

of agreements for the collaborative use <strong>and</strong> ma<strong>in</strong>tenance of <strong>in</strong>frastructure<br />

(such as access roads <strong>and</strong> boundaries), as well as undertak<strong>in</strong>g<br />

actions for the common good (e.g. forest fire control).<br />

Socialization of actions with<strong>in</strong> community groups. It is fundamental that the<br />

members of the community groups underst<strong>and</strong> the activities undertaken<br />

<strong>and</strong> the benefits ga<strong>in</strong>ed. Several conditions have required the managers or<br />

community leaders to present periodic reports to members’ assemblies <strong>in</strong><br />

order to provide greater transparency to the forest management activities<br />

<strong>and</strong> the process<strong>in</strong>g <strong>and</strong> market<strong>in</strong>g of the forest products.<br />

Increased Technical Capacities<br />

<strong>Forest</strong> certification has raised the technical <strong>and</strong> adm<strong>in</strong>istrative capacities of the<br />

<strong>in</strong>volved groups. This has been achieved through the implementation of capacitybuild<strong>in</strong>g<br />

plans, the exchange of experiences with other management units, the direct<br />

execution of management on the ground, <strong>and</strong> compliance with conditions. All these<br />

factors have stimulated adm<strong>in</strong>istrators, technicians <strong>and</strong> organizations to improve<br />

their technical abilities, particularly with respect to reduced-impact logg<strong>in</strong>g (directional<br />

tree fell<strong>in</strong>g, construction of logg<strong>in</strong>g roads <strong>and</strong> skid trails), primary process<strong>in</strong>g<br />

(by explor<strong>in</strong>g value-add<strong>in</strong>g options, such as dry<strong>in</strong>g, wood-work<strong>in</strong>g, residue use, etc.),<br />

susta<strong>in</strong>able timber extraction (by establish<strong>in</strong>g an annual allowable cut), management<br />

of NTFPs, <strong>and</strong> adm<strong>in</strong>istrative <strong>and</strong> f<strong>in</strong>ancial control (application of common <strong>and</strong> relatively<br />

automated tools for f<strong>in</strong>ancial control).<br />

Increased Underst<strong>and</strong><strong>in</strong>g of the Regulations for Natural Resource Management<br />

In general, certification has helped stakeholders to better underst<strong>and</strong> regulations on<br />

natural resource management, for example those referr<strong>in</strong>g to species listed by CITES<br />

or species protected by national legislation. However, <strong>in</strong> the majority of cases this<br />

<strong>in</strong>formation has been conf<strong>in</strong>ed to the leaders or other persons who participate <strong>in</strong><br />

workshops <strong>and</strong> courses, <strong>and</strong> may not reach the workers <strong>in</strong> the field. Similarly, responsibilities<br />

<strong>and</strong> recommendations related to certification are frequently not transferred<br />

dur<strong>in</strong>g leadership changes. This is partly due to the fact that, <strong>in</strong> community operations,<br />

the council of directors is created to deal with social <strong>and</strong> economic problems of<br />

the population rather than with sett<strong>in</strong>g up a community enterprise.<br />
