FSC certification with<strong>in</strong> the<br />

first three years after be<strong>in</strong>g<br />

awarded the concession <strong>and</strong><br />

ma<strong>in</strong>ta<strong>in</strong> it valid dur<strong>in</strong>g the<br />

term of the concession contract<br />

. . .” (CONAP 1999).<br />

Two <strong>in</strong>cidents gave a decisive impetus to the certification process <strong>in</strong> Guatemala: a<br />

capacity-build<strong>in</strong>g event <strong>and</strong> the grant<strong>in</strong>g of forest concessions <strong>in</strong> Petén. In April 1996,<br />

the SmartWood Program organized <strong>in</strong> Petén the second “Tra<strong>in</strong><strong>in</strong>g Workshop <strong>in</strong><br />

Evaluation, Monitor<strong>in</strong>g <strong>and</strong> <strong>Forest</strong> <strong>Certification</strong>”, 8<br />

co-funded by the United States<br />

Agency for International Development (USAID) through a jo<strong>in</strong>t project between<br />

CATIE <strong>and</strong> CONAP. This workshop kicked-off the certification process <strong>in</strong> Guatemala<br />

by tra<strong>in</strong><strong>in</strong>g technical personnel that later on would be available as potential<br />

SmartWood assessors. It aimed at build<strong>in</strong>g local capacities as a way to lower certification<br />

costs. Field assessments were conducted <strong>in</strong> several community management<br />

units <strong>in</strong> the MBR (San Miguel, La Técnica, Bethel) that received technical support<br />

from various NGOs <strong>and</strong> projects. These community forestry operations were considered<br />

certifiable accord<strong>in</strong>g to FSC st<strong>and</strong>ards. The technicians left the workshop conv<strong>in</strong>ced<br />

of the advantages of certification, particularly with regard to allegedly higher<br />

prices for certified wood. It should be mentioned that there was little experience <strong>in</strong><br />

the market<strong>in</strong>g of certified forest products at that time <strong>and</strong>, consequently, such<br />

assumptions were based on well-<strong>in</strong>tended advice <strong>and</strong> positive expectations rather<br />

than sound market analysis.<br />

The second <strong>in</strong>cident giv<strong>in</strong>g rise to certification <strong>in</strong> Guatemala was the<br />

establishment of forest concessions <strong>in</strong> the multiple use zone of the MBR for which<br />

certification was stipulated as a m<strong>and</strong>atory requirement. 9<br />

The key actors <strong>in</strong> this<br />

process were CATIE as CONAP’s assessor, USAID as donor agency, <strong>and</strong> CONAP as<br />

the body responsible for award<strong>in</strong>g the concessions. In the preced<strong>in</strong>g section, we<br />

outl<strong>in</strong>e the circumstances that led CONAP to make a voluntary tool like forest<br />

certification m<strong>and</strong>atory <strong>in</strong> the MUZ of the Maya Biosphere Reserve. Apart from two<br />

<strong>in</strong>dustrial concessions, the related concession process has ma<strong>in</strong>ly strengthened forestbased<br />

communities who obta<strong>in</strong>ed usufruct rights to a large portion of forest<br />

resources <strong>in</strong> the MUZ.<br />

Nowadays, all communities located <strong>in</strong> the MUZ belong to one of the 10 community<br />

concessions. In its <strong>in</strong>itial phase, several communities were concerned about<br />

potential adverse effects of the concession process. As the first concessions developed<br />

successfully, resistance to the concession process ceased <strong>and</strong> gradually all communities<br />

<strong>in</strong> the MUZ became <strong>in</strong>volved, not least because this was the only way to obta<strong>in</strong><br />

legal use rights over the forest resources. Even outside the MUZ, communities<br />

approached CONAP to obta<strong>in</strong> a concession, argu<strong>in</strong>g that their livelihoods depend on<br />

the extraction of timber <strong>and</strong> non-timber forest products. CONAP granted these concessions<br />

under the restriction that agricultural activities were not permitted.<br />

These community concessions are frequently confused with private property of<br />

forested areas belong<strong>in</strong>g to community groups legally organized as cooperatives. As<br />

these communities are located <strong>in</strong> the buffer zone of the MBR close to the<br />

yale school of forestry & environmental studies
