9) certification should not be seen as an end <strong>in</strong> itself, as the target of 200<br />

million hectares of certified forests by 2005 suggests (see World Bank<br />

<strong>and</strong> WWF 1997). Rather, it is a means to promote susta<strong>in</strong>able forest<br />

management, provided that a cost-benefit analysis for each particular<br />

case results favorably (Stoian <strong>and</strong> Carrera 2001).<br />

Roadblocks <strong>and</strong> Challenges<br />

The major challenges to forest certification <strong>in</strong> Guatemala are high costs as compared<br />

to relatively low monetary benefits, low access of small producers to certification,<br />

lack<strong>in</strong>g access to niche markets for certified forest products, <strong>in</strong>cipient communitybased<br />

forest enterprise development, <strong>and</strong> heterogeneous application of assessment<br />

criteria. Most of these factors, if not all, are not conf<strong>in</strong>ed to Guatemala but are shared<br />

by other countries of the tropical belt.<br />

High Costs<br />

<strong>Certification</strong> costs not only <strong>in</strong>clude the direct costs of assessments, audits <strong>and</strong><br />

membership, but also the costs <strong>in</strong>curred <strong>in</strong> comply<strong>in</strong>g with preconditions <strong>and</strong><br />

conditions. In the case of community groups, the majority of these costs were covered<br />

by development projects <strong>and</strong> NGOs funded by the <strong>in</strong>ternational donor community.<br />

Though there has been a gradual shift to costs be<strong>in</strong>g absorbed by the concessionaires,<br />

many communities still lack sense of ownership of the process <strong>and</strong> f<strong>in</strong>d costs<br />

prohibitive <strong>in</strong> the absence of tangible monetary benefits.<br />

Table 7 presents a sample of certification assessment costs <strong>in</strong> Petén. Fixed costs are<br />

<strong>in</strong>dependent of the size of the area to be assessed. Costs of annual audits rang<strong>in</strong>g<br />

between US$1,000 <strong>and</strong> US$2,000, as well as the annual FSC membership fee of US$<br />

250 are <strong>in</strong>cluded as fixed costs.<br />

Table 7 shows that despite low variation <strong>in</strong> total annual cost between the different<br />

management units, there is a considerable difference <strong>in</strong> terms of cost per certified area<br />

(US$0.10-1.90 ha -1 year -1 ), annually harvested area (US$8-107 ha -1 ), <strong>and</strong> the volume of<br />

harvested round timber (US$4.2-52.9/m 3 ). These figures show that, <strong>in</strong> certa<strong>in</strong> cases,<br />

costs of certification are very high, if not prohibitive. This fact has often been concealed<br />

by the considerable subsidies granted to community groups by external organizations.<br />

Evidently one of the greatest challenges fac<strong>in</strong>g the certification process is reduc<strong>in</strong>g<br />

its costs <strong>and</strong> <strong>in</strong>creas<strong>in</strong>g its monetary benefits. Towards this end, FORESCOM S.A. was<br />

set up <strong>in</strong> 2003 as a company represent<strong>in</strong>g various community forest concessions.<br />

Establish<strong>in</strong>g this company <strong>in</strong> collaboration with ACOFOP is part of the exit strategy<br />

of the Maya Biosphere Project, <strong>in</strong> its last phase executed by Chemonics. FORESCOM<br />

S.A. has recently been assessed as a resource manager under a group certification<br />

scheme. This response to various community groups allows the dilution of<br />

certification costs, the strengthen<strong>in</strong>g of community operations through mutual<br />

support networks, <strong>and</strong> <strong>in</strong>creased access to technical assistance <strong>and</strong> niche markets.<br />

FORESCOM S.A. currently represents n<strong>in</strong>e community concessions, <strong>in</strong>clud<strong>in</strong>g some<br />

of the least consolidated ones. 18<br />
