need education. In Vologda, there are no specialists <strong>in</strong> certification, but there is<br />

<strong>in</strong>terest <strong>in</strong> atta<strong>in</strong><strong>in</strong>g these qualifications. In Irkutsk, there are no specialists <strong>and</strong> no<br />

<strong>in</strong>terest <strong>in</strong> specialization. For this reason, the WWF-IKEA project took tra<strong>in</strong>ees not<br />

only from their priority regions, but from others as well. They educate not only<br />

representatives of certification centers, but university staff <strong>and</strong> <strong>Forest</strong> Inventory<br />

Agencies. They conduct a series of sem<strong>in</strong>ars <strong>and</strong> workshops, some of which take place<br />

<strong>in</strong> Model <strong>Forest</strong>s. 77<br />

In addition, WWF-IKEA is work<strong>in</strong>g to educate forest <strong>in</strong>dustry staff about certification.<br />

They conduct sem<strong>in</strong>ars for different enterprises throughout Russia. There is a<br />

huge <strong>in</strong>terest <strong>in</strong> study<strong>in</strong>g FSC forest management <strong>and</strong> cha<strong>in</strong> of custody certificates. 78<br />

FSC National Initiatives<br />

Russia has one FSC National Work<strong>in</strong>g Group 79 <strong>and</strong> two regional work<strong>in</strong>g groups (<strong>in</strong><br />

Komi Republic <strong>and</strong> Krasnoyarsk). The National Work<strong>in</strong>g Group was by FSC <strong>in</strong> June<br />

2006. 80 The National Group consists of three chambers: social, economic <strong>and</strong><br />

environmental. 81<br />

Its membership consists of more than thirty people. They have a<br />

coord<strong>in</strong>ation council of n<strong>in</strong>e people with one representative of the Komi <strong>in</strong>digenous<br />

people. 82<br />

The national FSC office was established <strong>in</strong> February 2005 with <strong>in</strong>itial fund<strong>in</strong>g<br />

provided by the European Union grant program. The FSC office will l<strong>in</strong>k clients with<br />

auditors <strong>and</strong> facilitate certification processes. Chuprov of Greenpeace is the FSC<br />

contact person. He is an <strong>in</strong>formation channel between FSC International <strong>and</strong> the<br />

situation <strong>in</strong> Russia. He <strong>in</strong>forms the FSC about both successes <strong>and</strong> failures. The fourth<br />

possible <strong>in</strong>itiative is a national FSC Board, which exists <strong>in</strong> the bylaws but has yet to be<br />

implemented. 83<br />

FSC centers sometimes serve as precursors for the audit<strong>in</strong>g firms. Representatives<br />

of the Novgorod certification center became representatives of SGS (audit<strong>in</strong>g<br />

company), which has a representative <strong>in</strong> St. Petersburg. They certified Madok <strong>in</strong><br />

Novgorod. Russia does not have yet auditors accredited by FSC International, but the<br />

firm Europartner based <strong>in</strong> St. Petersburg is seek<strong>in</strong>g accreditation. 84<br />

St<strong>and</strong>ards<br />

In May 1998, the national work<strong>in</strong>g group on certification was formed. The major task<br />

of the national work<strong>in</strong>g group was to develop framework st<strong>and</strong>ards, which, on the<br />

one h<strong>and</strong>, would be consistent with FSC <strong>in</strong>ternational st<strong>and</strong>ards <strong>and</strong>, on the other,<br />

would reflect Russian particularities <strong>and</strong> solve Russian forestry problems. In the early<br />

stages the work<strong>in</strong>g group had multiple <strong>in</strong>ternal conflicts due to the difference<br />

between the radical participat<strong>in</strong>g environmental NGO <strong>and</strong> bus<strong>in</strong>ess. Despite these<br />

conflicts, the radical group Greenpeace has participated <strong>in</strong> the group s<strong>in</strong>ce the early<br />

stages of certification. 85<br />

In 1998, the national work<strong>in</strong>g group representative of FSC<br />

wrote a letter to the government of Komi Republic <strong>in</strong> order to promote the<br />

development of regional FSC st<strong>and</strong>ards. In parallel, regional work<strong>in</strong>g groups were<br />

also created. The most active <strong>and</strong> efficient group was formed around the WWF<br />

yale school of forestry & environmental studies
