The movement toward forest certification <strong>in</strong> Brazil began as a consumer-driven<br />

phenomenon, correspond<strong>in</strong>g to a quest for competitiveness <strong>in</strong> the context of global<br />

susta<strong>in</strong>ability. Northern consumers’ will<strong>in</strong>gness to pay for forest products of<br />

susta<strong>in</strong>able orig<strong>in</strong> acted as an <strong>in</strong>centive, lead<strong>in</strong>g to differentiated access to<br />

<strong>in</strong>creas<strong>in</strong>gly segmented world markets (May 2002). 10<br />

The emergence of a certified<br />

tropical timber segment <strong>in</strong> Brazil began with a comb<strong>in</strong>ation of such niche consumer<br />

dem<strong>and</strong>s <strong>and</strong> the threat of environmental boycotts from the North as consumer<br />

perception l<strong>in</strong>ked deforestation to the tropical timber trade (Azevedo 2001).<br />

In the case of the <strong>in</strong>dustrial forest segment, compliance with ISO 14,000 series <strong>in</strong><br />

the cellulose process<strong>in</strong>g stage to access a discrim<strong>in</strong>at<strong>in</strong>g f<strong>in</strong>al dem<strong>and</strong> segment <strong>in</strong><br />

Europe was a first step toward adoption of complementary st<strong>and</strong>ards relat<strong>in</strong>g to<br />

planted forests. Industrial associations <strong>in</strong> this segment began to articulate an <strong>in</strong>terest<br />

<strong>in</strong> st<strong>and</strong>ardization as early as 1991, when they first launched the idea of a national certification<br />

scheme (see St<strong>and</strong>ards, below). Environmentalists raised consumer awareness<br />

of the controversial impacts of eucalyptus plantations on watersheds <strong>and</strong> biodiversity,<br />

<strong>and</strong> of child labor <strong>and</strong> near slavery <strong>in</strong> plantations <strong>and</strong> charcoal manufactur<strong>in</strong>g<br />

(IIED 1996). Export of timber from Amazon deforestation also raised consumer<br />

alarm. Such concerns were dramatized by Greenpeace blockades of pulp exports by a<br />

lead<strong>in</strong>g Brazilian manufacturer <strong>and</strong> Amazon timber on its way to a regional plywood<br />

enterprise on the eve of the Rio Earth Summit <strong>in</strong> 1992.<br />

Corporate response to societal dem<strong>and</strong>s for susta<strong>in</strong>able development has <strong>in</strong>creas<strong>in</strong>gly<br />

been to perceive this as a market convention, affect<strong>in</strong>g the parameters for competition<br />

<strong>in</strong> an ever more global market. To effectively compete for market share <strong>in</strong> this<br />

globalized context, <strong>in</strong>dustries must pursue new technological pathways <strong>and</strong> seek<br />

mutually beneficial relations with neighbor<strong>in</strong>g communities (V<strong>in</strong>ha 2000). This<br />

emerg<strong>in</strong>g market convention has not gone unnoticed by the wood products <strong>in</strong>dustry<br />

<strong>in</strong> Brazil, which has gone out of its way to rebuild its image as environmentally <strong>and</strong><br />

socially responsible. This is particularly true of the panel, pulp <strong>and</strong> paper <strong>and</strong> <strong>in</strong>dustrial<br />

charcoal segments, 11 which were the first to achieve certification accord<strong>in</strong>g to FSC<br />

norms. Some firms <strong>in</strong> this group became <strong>in</strong>terested <strong>in</strong> certification of their forests to<br />

enable them to more easily market sawn wood to diversify production (Tasso de<br />

Azevedo, personal communication).<br />

F<strong>in</strong>ally, the wood products sector now admits that it must reflect its susta<strong>in</strong>able<br />

image <strong>in</strong> tangible changes <strong>in</strong> production technology <strong>and</strong> particularly <strong>in</strong> susta<strong>in</strong>able<br />

forest management, <strong>and</strong> that a clear way to communicate such change to promote<br />

consumer confidence is through <strong>in</strong>dependent external audits <strong>and</strong> certification. 12<br />

In<br />

response to consumer preoccupations <strong>and</strong> buyer pressures <strong>in</strong> import<strong>in</strong>g nations,<br />

leaders <strong>in</strong> the Brazilian market pulp <strong>and</strong> plywood <strong>in</strong>dustries were quick to adopt FSC<br />

plantation forest management st<strong>and</strong>ards once market leaders took the <strong>in</strong>itiative to<br />

raise the bar.<br />
