St<strong>and</strong>ards<br />

NGO certification programs were designed to address illegal logg<strong>in</strong>g by commercial<br />

timber companies <strong>and</strong> to prevent more community forestl<strong>and</strong> be<strong>in</strong>g granted as concessions<br />

through dubious logg<strong>in</strong>g agreements with l<strong>and</strong>owners. The focus of NGOs<br />

was on encourag<strong>in</strong>g l<strong>and</strong>owners to get alternative benefits from forest use rather than<br />

grant<strong>in</strong>g timber rights to commercial loggers. In 1998 NGOs <strong>in</strong>itiated a national st<strong>and</strong>ard<br />

called SolCert (Solomon Isl<strong>and</strong>s National <strong>Certification</strong>) with membership from<br />

SIDT-EFU, Soltrust, SI Government <strong>Forest</strong>ry Department, SI National Union of<br />

Workers <strong>and</strong> SI <strong>Forest</strong> Industries Association. SolCert’s purpose was to build awareness<br />

of forest certification, set national st<strong>and</strong>ards for forest certification, <strong>and</strong> be the<br />

contact office <strong>and</strong> umbrella body for certification <strong>in</strong> Solomon Isl<strong>and</strong>s. It was planned<br />

that SolCert would complement <strong>and</strong> support SOTPA to promote <strong>and</strong> market certified<br />

timber from Solomon Isl<strong>and</strong>s. SolCert failed to get off the ground, however, <strong>and</strong><br />

<strong>in</strong>dividual NGOs thus cont<strong>in</strong>ue to carry out their work <strong>in</strong>dependently. Soltrust <strong>and</strong><br />

SWIFT adopted FSC st<strong>and</strong>ards <strong>and</strong> became FSC-certified, while SIDT uses the SIEF<br />

st<strong>and</strong>ard. As noted above, the SIEF st<strong>and</strong>ard is similar to FSC’s <strong>and</strong> <strong>in</strong>cludes such<br />

issues as def<strong>in</strong><strong>in</strong>g protected areas, forest use, forest management plans, the needs <strong>and</strong><br />

rights of customary owners, method of harvest, <strong>and</strong> verification <strong>and</strong> monitor<strong>in</strong>g.<br />

In the st<strong>and</strong>ard-sett<strong>in</strong>g process, Soltrust developed FAMP <strong>in</strong> partnership with<br />

l<strong>and</strong>owners <strong>and</strong> <strong>in</strong>corporated the FSC st<strong>and</strong>ards <strong>in</strong>to the plan to meet local needs. The<br />

FAMP was developed on site dur<strong>in</strong>g a three-month tra<strong>in</strong><strong>in</strong>g program <strong>in</strong> forest resource<br />

plann<strong>in</strong>g. The plan conta<strong>in</strong>ed all the st<strong>and</strong>ard practices <strong>in</strong> l<strong>in</strong>e with FSC’s pr<strong>in</strong>ciples<br />

<strong>and</strong> criteria <strong>and</strong> l<strong>and</strong>owners were assessed on their implementation of the FAMP.<br />

SWIFT’s whole forest management system was set up by forestry experts from<br />

Netherl<strong>and</strong>s, but it has also adopted Soltrust’s approach <strong>in</strong> identify<strong>in</strong>g l<strong>and</strong>owners <strong>and</strong><br />

yale school of forestry & environmental studies
