to explore concrete possibilities for plac<strong>in</strong>g Ug<strong>and</strong>a on the path to Susta<strong>in</strong>able <strong>Forest</strong><br />

Management (SFM) us<strong>in</strong>g the certification approach <strong>and</strong> to assess other emerg<strong>in</strong>g<br />

<strong>in</strong>ternational processes that will be beneficial to Ug<strong>and</strong>a <strong>and</strong> that have l<strong>in</strong>ks with the<br />

certification approach to SFM. The approach <strong>in</strong>volves develop<strong>in</strong>g a national st<strong>and</strong>ard<br />

for SFM <strong>in</strong> a participatory process, <strong>and</strong> <strong>in</strong> cooperation with the East African <strong>Forest</strong><br />

<strong>Certification</strong> Initiative, <strong>and</strong> improv<strong>in</strong>g the current forest management systems to be<br />

consistent with the concept of economic, ecological <strong>and</strong> social susta<strong>in</strong>ability.<br />

Development of st<strong>and</strong>ards for SFM (the st<strong>and</strong>ard-sett<strong>in</strong>g procedures <strong>and</strong><br />

implementation arrangements) will follow the procedures of FSC <strong>in</strong> l<strong>in</strong>e with the ten<br />

FSC pr<strong>in</strong>ciples.<br />

The NFA is prepar<strong>in</strong>g a draft of the national st<strong>and</strong>ards to be debated <strong>and</strong> discussed<br />

with various stakeholders before adoption (personal <strong>in</strong>terview, NFA). The st<strong>and</strong>ards<br />

will apply to all Central <strong>Forest</strong> Reserves <strong>and</strong> all plantations under the NFA jurisdiction.<br />

Individuals <strong>and</strong> <strong>in</strong>stitutions with licenses to carry out activities under the m<strong>and</strong>ate<br />

of NFA will be obliged to follow the national st<strong>and</strong>ards.<br />

<strong>Forest</strong> Policy Community <strong>and</strong> Stakeholders<br />

Ug<strong>and</strong>a recently reviewed its national forest programs with considerable emphasis<br />

given to the adoption of SFM approaches <strong>and</strong> has, <strong>in</strong> pr<strong>in</strong>ciple, committed itself to<br />

the transition from the current status of forest management to SFM accord<strong>in</strong>g to the<br />

FSC.<br />

A new forest policy was launched <strong>in</strong> 2001. The NFA <strong>and</strong> FID plan is to develop<br />

<strong>in</strong>tensive sensitization strategies <strong>in</strong> support of forest certification to complement<br />

development of national st<strong>and</strong>ards <strong>in</strong> l<strong>in</strong>e with forest certification procedures (personal<br />

<strong>in</strong>terviews, NFA; personal <strong>in</strong>terviews, FID). These developments are under the<br />

<strong>in</strong>fluence of local <strong>and</strong> regional certification <strong>in</strong>itiatives, follow<strong>in</strong>g the FSC pr<strong>in</strong>ciples,<br />

<strong>and</strong> general global trends.<br />

The UWA is <strong>in</strong> full support of certification <strong>in</strong> the two national parks (Mt. Elgon<br />

<strong>and</strong> Kibale). UWA leased the planted forests to the FACE Foundation for a period of<br />

99 years, under which they are to be left <strong>in</strong>tact. It is planned that forest certification<br />

for carbon sequestration will be exp<strong>and</strong>ed to cover the whole of the Mt. Elgon <strong>and</strong><br />

Kibale forests. This is because of the success of certification of planted sites of the<br />

forest that has been realized. It is logical to certify the whole <strong>and</strong> not just part of the<br />

forest estate <strong>in</strong> order to benefit from the current carbon markets.<br />

The Ug<strong>and</strong>a <strong>Forest</strong>ry Association (UFA) <strong>and</strong> the Ug<strong>and</strong>a Wood Farmers<br />

Association (UWFA) advocate for SFM strategies <strong>and</strong> are supportive of <strong>Forest</strong><br />

<strong>Certification</strong> <strong>in</strong>itiatives (personal <strong>in</strong>terviews, UFA; personal <strong>in</strong>terviews, Ug<strong>and</strong>a<br />

Wood Farmers Association). In pr<strong>in</strong>ciple, UWFA embraces forest certification<br />

because it promotes product quality <strong>and</strong> SFM. Wood farmers <strong>in</strong> Ug<strong>and</strong>a are<br />

<strong>in</strong>terested <strong>in</strong> short term returns <strong>and</strong> therefore plant Eucalyptus spp. for small poles<br />

harvested <strong>in</strong> 2 to 3 years that are <strong>in</strong> dem<strong>and</strong> for the construction <strong>in</strong>dustry. Few<br />
