workers is employed, <strong>and</strong> dur<strong>in</strong>g peak seasons, an additional 1,000 casual laborers are<br />

employed. UWA-FACE project now purchases seedl<strong>in</strong>gs from community-based<br />

nurseries. Villagers have been offered the opportunity to raise seedl<strong>in</strong>gs <strong>and</strong> sell them<br />

to the UWA-FACE project. The <strong>in</strong>flow of cash <strong>in</strong>to communities has enabled project<br />

employees to improve their st<strong>and</strong>ards of liv<strong>in</strong>g. The forest resource that the project<br />

will exploit is carbon sequestration. To date this resource is relatively small as the trees<br />

are still small. As the trees mature <strong>and</strong> the degraded l<strong>and</strong>s are transformed <strong>in</strong>to a<br />

long-term stable store of carbon, the benefits will <strong>in</strong>crease.<br />

Environmental<br />

Carbon will be sold without be<strong>in</strong>g ‘harvested’. The project is re-plant<strong>in</strong>g native<br />

species <strong>in</strong> order to recreate a stable long-term store of carbon <strong>and</strong> restore the forest’s<br />

ecological functions. The establishment of natural forest has the impact of enlarg<strong>in</strong>g<br />

the habitat for native species, protect<strong>in</strong>g the park’s biodiversity <strong>and</strong> enhanc<strong>in</strong>g its<br />

tourism value.<br />

Tourism is an important source of <strong>in</strong>come for the southwestern region of Ug<strong>and</strong>a,<br />

with local groups facilitat<strong>in</strong>g access to the tourism sites. Kibale National Park is rich<br />

<strong>in</strong> biodiversity, <strong>and</strong> <strong>in</strong> the neighbourhood is an NGO, the Kibale Association for Rural<br />

Development (KAFRED) promot<strong>in</strong>g <strong>and</strong> manag<strong>in</strong>g the Bigodi Wetl<strong>and</strong> Sanctuary.<br />

The area is rich <strong>in</strong> primates <strong>and</strong> over 370 species of birds. However, the presence of<br />

rebels from the D. R. Congo <strong>in</strong> the forests has previously had adverse impacts on<br />

visitor numbers.<br />

There is support for community development activities, <strong>in</strong>itiated <strong>and</strong><br />

implemented through the Kibale-Semliki Conservation Development Programme<br />

(KSCDP) around the Kibale National Park. The activities <strong>in</strong>clude a build<strong>in</strong>g program<br />

for schools <strong>and</strong> provision of culverts for road dra<strong>in</strong>age, tra<strong>in</strong><strong>in</strong>g <strong>in</strong> bee keep<strong>in</strong>g, soil<br />

stabilization, pig farm<strong>in</strong>g, <strong>and</strong> fruit tree cultivation. The KSCDP project is to be<br />

<strong>in</strong>tegrated <strong>in</strong>to UWA activities. The Mt. Elgon region ecosystem program funded by<br />

DANIDA is <strong>in</strong> the off<strong>in</strong>g <strong>and</strong> aims at support<strong>in</strong>g farmers around Mt. Elgon <strong>in</strong> several<br />

aspects of conservation to improve community livelihoods <strong>and</strong> reduce humannatural<br />

resource use conflicts.<br />

Summary<br />

The case study has highlighted Ug<strong>and</strong>a’s forest sector <strong>in</strong> relation to susta<strong>in</strong>able forest<br />

management <strong>and</strong> forest certification <strong>in</strong>itiatives. <strong>Forest</strong> certification <strong>in</strong> Ug<strong>and</strong>a <strong>and</strong> the<br />

East African region was <strong>in</strong>itiated by external drivers, with governments play<strong>in</strong>g<br />

limited roles. Discussions with government agencies <strong>in</strong>dicate that the present fund<strong>in</strong>g<br />

mechanisms do not provide a susta<strong>in</strong>able basis for forest management <strong>in</strong> state-owned<br />

<strong>Forest</strong> Reserves. It is important that the Central <strong>Forest</strong> Reserves are provided with<br />

sufficient f<strong>in</strong>ancial resources to facilitate forest management operations.<br />
