generally underutilized; the lack of f<strong>in</strong>ancial liquidity <strong>and</strong> access to f<strong>in</strong>anc<strong>in</strong>g; <strong>and</strong><br />

f<strong>in</strong>ally, traditional non-professional family-based company adm<strong>in</strong>istrations.<br />

Similarly, Sa<strong>in</strong>z (1999) identifies the follow<strong>in</strong>g limitations to timber company exports:<br />

<strong>in</strong>consistency of product quality; <strong>in</strong>sufficient capacity to respond to sub-contract<br />

orders; <strong>and</strong> low <strong>in</strong>dustrial efficiency.<br />

Sacre (2002) concurs with Carden (2003) regard<strong>in</strong>g market issues, <strong>and</strong> claims that<br />

Bolivia has a large potential to access new markets <strong>and</strong> exp<strong>and</strong> current markets, but<br />

its timber <strong>in</strong>dustry also needs to focus on valued-added certified products. Here, certification<br />

offers an opportunity for small carpenters who could take advantage of the<br />

green market (Viehbeck 1999). In general, the Bolivian timber <strong>in</strong>dustry is very small<br />

compared to other neighbor Amazon countries; harvest<strong>in</strong>g per unit area is also low,<br />

averag<strong>in</strong>g 3-4 m 3 /ha.<br />

Initial Support<br />

Around 1990, a series of events occurred that made the environment appropriate for<br />

forest management <strong>and</strong> certification:<br />

1990 The first attempt to implement a reduced-impact logg<strong>in</strong>g effort was carried out<br />

<strong>in</strong> the Chore Reserve by the SENMA/BID Project, with the <strong>in</strong>troduction of harvest<strong>in</strong>g<br />

<strong>in</strong>ventory (100 percent), mark<strong>in</strong>g, <strong>and</strong> mapp<strong>in</strong>g of harvested trees. This<br />

practice was later consolidated by the BOLFOR Project.<br />

1993 WWF established a field office with a focus on forest management tra<strong>in</strong><strong>in</strong>g. This<br />

<strong>in</strong>itiative has led to a Program Office that supports community certification.<br />

1994 The BOLFOR forest project was funded, aimed at provid<strong>in</strong>g technical assistance,<br />

research <strong>and</strong> tra<strong>in</strong><strong>in</strong>g for forest management.<br />

1994 A national workshop decided to implement the certification process under<br />

FSC Pr<strong>in</strong>ciples <strong>and</strong> Criteria (P&C).<br />

1995 The Consejo Boliviano para la Certificación <strong>Forest</strong>al Voluntaria (CFV; the<br />

Bolivian Council for Voluntary <strong>Forest</strong> <strong>Certification</strong>) was officially established.<br />

1996 Bolivia’s new <strong>Forest</strong>ry Law was promulgated.<br />

1996 The CIMAR/SmartWood certification program was created, which looked to<br />

develop local capacities, promote certification among timber <strong>in</strong>dustries <strong>and</strong><br />

local communities, <strong>and</strong> reduce certification costs (Saravia <strong>and</strong> Peña 1999). This<br />

program, together with CFV, implemented a series of workshops on certification<br />

throughout Bolivia.<br />

1997 A strong <strong>Forest</strong> Service was created <strong>and</strong> replaced the old <strong>and</strong> <strong>in</strong>efficient forest<br />

service. National forest management regulations were established <strong>in</strong> coord<strong>in</strong>ation<br />

with the BOLFOR Project.<br />

1999 CADEFOR (Centro Amazónico de Desarrollo <strong>Forest</strong>al or Amazonian Center for<br />

<strong>Forest</strong> Development) was created with BOLFOR´s support.<br />
