SWIFT – n<strong>in</strong>ety l<strong>and</strong>owner groups <strong>and</strong> KFPL). They have very little <strong>in</strong>fluence on<br />

policy. The major <strong>and</strong> <strong>in</strong>fluential players <strong>in</strong> the forestry <strong>in</strong>dustry <strong>in</strong> Solomon Isl<strong>and</strong>s<br />

are the logg<strong>in</strong>g companies <strong>and</strong> SIG <strong>and</strong> neither of them was <strong>in</strong>volved. It is<br />

commercial logg<strong>in</strong>g that is hav<strong>in</strong>g significant negative effects on Bruntdl<strong>and</strong>’s threelegged<br />

stool – the environmental, social <strong>and</strong> economic aspects of susta<strong>in</strong>ability – at<br />

the different scales of <strong>in</strong>dividual, community <strong>and</strong> national levels. Most commercial<br />

logg<strong>in</strong>g agreements have not worked <strong>in</strong> favor of the l<strong>and</strong>owners.<br />

Social<br />

There have been some benefits at the <strong>in</strong>dividual <strong>and</strong> community levels especially<br />

among <strong>in</strong>terested l<strong>and</strong>owners who participated <strong>in</strong> the eco-forestry programs through<br />

the certification st<strong>and</strong>ard-sett<strong>in</strong>g process. These <strong>in</strong>clude capacity- <strong>and</strong> skill-build<strong>in</strong>g<br />

through certification assessor tra<strong>in</strong><strong>in</strong>g, awareness, consultation <strong>and</strong> participation.<br />

Some communities managed to halt commercial logg<strong>in</strong>g <strong>in</strong> their forest areas through<br />

awareness tra<strong>in</strong><strong>in</strong>g <strong>in</strong> certification st<strong>and</strong>ards. The structure of the tenure system <strong>and</strong><br />

the subsistence economic environment are also important factors. Tribal members<br />

support each other through distribution of their resources or from what they earn<br />

from the sale of their resources; <strong>in</strong> this case, they share the earn<strong>in</strong>gs from the export<br />

of certified timber. This br<strong>in</strong>gs forth a sense of togetherness, equality <strong>and</strong> fairness<br />

between tribal members. Furthermore, this social network rema<strong>in</strong>s an important<br />

pr<strong>in</strong>ciple to ensure that while chiefs themselves assemble most of the resources, they<br />

must also redistribute those resources back to the people.<br />

The only social concern among women <strong>in</strong> the communities was that men spent<br />

more time mill<strong>in</strong>g timber <strong>and</strong> less time <strong>in</strong> the garden to produce food. Food production<br />

at the household level is the most important occupation <strong>in</strong> the village.<br />

Economic<br />

L<strong>and</strong>owners are apparently able to get a much higher price from sell<strong>in</strong>g certified<br />

wood than from sell<strong>in</strong>g uncertified wood <strong>in</strong> the domestic market (three times as<br />

much). For example, they get US$100 per m 3 <strong>in</strong> the domestic market while they<br />

receive US$297 from VETE though SIEF for eco-timber. Market<strong>in</strong>g entities for all<br />

programs (SWIFT, UTH <strong>and</strong> VETE) experienced an <strong>in</strong>crease <strong>in</strong> access to export markets<br />

when they started sell<strong>in</strong>g certified timber. Market dem<strong>and</strong>, however, requires<br />

higher volume production <strong>and</strong> good quality timber, which few communities’ production<br />

output can meet on a consistent basis.<br />

The price premium is not always a sufficient <strong>in</strong>centive to encourage l<strong>and</strong>owners to<br />

“<strong>in</strong>vest” <strong>in</strong> eco-forestry management <strong>and</strong> <strong>in</strong> certification (i.e. to pay the costs today<br />

so that they will earn a greater return <strong>in</strong> the future). Only a portion of the certified<br />

wood that is produced on site is actually exported. Some timber is used for community<br />

projects like churches, school build<strong>in</strong>gs, bridges, boats <strong>and</strong> residential homes<br />

while some is rejected from export <strong>and</strong> only sold on the domestic market. With all<br />

the hard work, only a portion of the total timber volume produced can fetch the premium<br />

price. This reduces the <strong>in</strong>centive to producers.<br />
