<strong>in</strong> the management of funds allocated to local development. CEB has also helped<br />

organis<strong>in</strong>g committees to represent the local communities <strong>in</strong> negotiations related to<br />

local development issues, <strong>and</strong> has contributed to local capacity build<strong>in</strong>g through the<br />

tra<strong>in</strong><strong>in</strong>g of local extension agents (see Box 2).<br />

Another important social aspect of forest management that has changed recently<br />

is the def<strong>in</strong>ition of user rights for forest resources <strong>in</strong> which the local communities are<br />

now more <strong>in</strong>volved. Once more, the law has provisions about the <strong>in</strong>volvement of the<br />

local populations <strong>in</strong> the def<strong>in</strong>itions of the traditional usage rights, but companies<br />

manag<strong>in</strong>g certified forests tend to encourage true participation from the local<br />

populations <strong>and</strong> thus, there are fewer conflicts with traditional authorities.<br />

Economic<br />

The most important beneficiaries of forest certification <strong>in</strong> economic terms have been<br />

the national government <strong>and</strong> the local communities. Government officials have<br />

expla<strong>in</strong>ed that there appears to be an improvement <strong>in</strong> taxation revenues from the<br />

certified companies – though more research needs to be done, such companies not<br />

only appear to pay the expected taxes at a higher rate than non-certified companies,<br />

but they also take <strong>in</strong>itiative to settle their tax bill on time. 14 They also reveal greater<br />

transparency by shar<strong>in</strong>g their tax records. Similarly, local communities are receiv<strong>in</strong>g<br />

<strong>in</strong>come for local development as agreed, although the real impact of these revenues<br />

on the rural development rema<strong>in</strong>s weak as shown <strong>in</strong> the case of CEB (Box 2). The<br />

weak impacts of the revenues provided by the logg<strong>in</strong>g companies for local<br />

development relate more to the lack of community capacity to adequately design <strong>and</strong><br />

implement local development projects.<br />

The companies have supported not only direct costs related to forest certification,<br />

but also <strong>in</strong>direct costs of upgrad<strong>in</strong>g their management system. It is the op<strong>in</strong>ion of<br />

these companies that they have not received sufficient benefits to meet the costs<br />

endured. Even access to new markets has not been experienced. This probably relates<br />

to the fact that the only system adopted by companies operat<strong>in</strong>g <strong>in</strong> Gabon is only<br />

recognized <strong>in</strong> the Netherl<strong>and</strong>s. In fact, these Keurhout-certified companies adopted<br />

the system to ma<strong>in</strong>ta<strong>in</strong> their market <strong>in</strong> the Netherl<strong>and</strong>s. The companies hope that<br />

with time, as the markets become more sensitive, they will have a competitive<br />

advantage. However, because the Asian markets are ga<strong>in</strong><strong>in</strong>g <strong>in</strong> importance, this<br />

envisaged market advantage from certification may be delayed.<br />
