Advocacy Group), LATIN <strong>and</strong> Skephi are among those who champion certification.<br />

LATIN <strong>and</strong> Skephi are both members of FSC. In its response to criticism, LATIN<br />

believes that certification is a useful tool to penetrate directly <strong>and</strong> practically to the<br />

heart of forest management companies. <strong>Certification</strong> can also be a useful tool to<br />

ensure that stakeholders have access to the management unit to raise issues of concern.<br />

LATIN argues that certification is not a panacea to solve all of Indonesia’s<br />

chronic forestry problems. It can, however, be a bridge <strong>and</strong> a forum of dialogue for<br />

stakeholders to raise their respective concerns. It is up to the assessed company to figure<br />

out ways to solve the conflict, to build a consensus, <strong>and</strong> to share its power with<br />

others. If it fails to do so, the conflict will cont<strong>in</strong>ue, forest susta<strong>in</strong>ability cannot be<br />

guaranteed, <strong>and</strong> the company <strong>in</strong> all probability will fail to meet the certification<br />

requirement (LATIN 2000).<br />

<strong>Forest</strong> Owners<br />

Early on, the Indonesian private sector was very enthusiastic about certification. This<br />

can be observed through the development of criteria <strong>and</strong> <strong>in</strong>dicators <strong>in</strong>itiated by APHI<br />

<strong>in</strong> 1993. APKINDO (Indonesian Wood Panel Association) believed ecolabell<strong>in</strong>g would<br />

support susta<strong>in</strong>able forest management <strong>and</strong> provide economic <strong>in</strong>centives (APKINDO<br />

quoted <strong>in</strong> Elliot, 2000). To ready concessions for certification, APHI cont<strong>in</strong>ues to use its<br />

st<strong>and</strong>ard as an <strong>in</strong>ternal audit to identify the preparedness of its members. An APHI<br />

study showed that among the HPH undergo<strong>in</strong>g evaluation none was ready to be certified<br />

to the susta<strong>in</strong>able forest management st<strong>and</strong>ard. In addition APHI has conducted<br />

certification tra<strong>in</strong><strong>in</strong>g for its members.<br />

Many years after ITTO commitment <strong>in</strong> Bali (1990) to achieve SFM <strong>in</strong> the year 2000,<br />

a dynamic process has emerged result<strong>in</strong>g from the different st<strong>and</strong>ards <strong>in</strong> use <strong>and</strong> commitments<br />

of all <strong>in</strong>volved parties (i.e. between the st<strong>and</strong>ard of susta<strong>in</strong>able forest management,<br />

the Government policy, <strong>and</strong> the concession performance). This dynamic is<br />

illustrated <strong>in</strong> Figure 2.<br />
