supervision <strong>and</strong> monitor<strong>in</strong>g; <strong>and</strong> for logg<strong>in</strong>g contractors, for wages, materials <strong>and</strong><br />

mach<strong>in</strong>ery rental. Ahas et al., while not able to quantify the additional costs, report<br />

that there was substantial consensus <strong>in</strong> Estonia that forest certification <strong>in</strong>creased costs<br />

related to tra<strong>in</strong><strong>in</strong>g, safety <strong>and</strong> technology. Staff costs <strong>in</strong>creased as well s<strong>in</strong>ce it became<br />

more important to recruit staff with appropriate technical qualifications. Likewise,<br />

Paschalis-Jakubowicz lists the <strong>in</strong>creased costs <strong>in</strong> Pol<strong>and</strong> as due to restrictions <strong>in</strong><br />

certa<strong>in</strong> forestry practices (especially the use of pesticides <strong>and</strong> herbicides) <strong>and</strong> the<br />

<strong>in</strong>troduction of new safety equipment. F<strong>in</strong>ally, Act<strong>in</strong>s <strong>and</strong> Kore report that forest<br />

owners <strong>in</strong> Latvia <strong>in</strong>cur <strong>in</strong>creased costs from certification rang<strong>in</strong>g from $US0.3 per<br />

hectare <strong>in</strong> state forests <strong>and</strong> $US6.00 per hectare <strong>in</strong> private forests.<br />

Turn<strong>in</strong>g to Africa, it is clear that the economic effects have thus far been m<strong>in</strong>imal<br />

– s<strong>in</strong>ce the potential of certification, except <strong>in</strong> South Africa, has yet to be realized.<br />

There is no question that <strong>in</strong> the South African case, certification has been a powerful<br />

tool <strong>in</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g <strong>and</strong> enhanc<strong>in</strong>g market access for the controversial plantation<br />

<strong>in</strong>dustry <strong>and</strong> for giv<strong>in</strong>g it economic advantages follow<strong>in</strong>g str<strong>in</strong>gent government<br />

regulations enacted <strong>in</strong> the 1990s.<br />

Macroeconomic Effects<br />

A range of macroeconomic effects are theoretically possible from the <strong>in</strong>troduction of<br />

certification <strong>and</strong> our case studies identify some of these. Data limitations do not<br />

enable a def<strong>in</strong>itive analysis to be made of these effects. There is evidence from our<br />

case studies, however, of the follow<strong>in</strong>g positive <strong>and</strong> negative consequences for the<br />

economy <strong>in</strong> <strong>in</strong>troduc<strong>in</strong>g forest certification. On the positive side, improvements are<br />

noted <strong>in</strong> taxation collection, market transparency, employment <strong>and</strong> wages, <strong>and</strong><br />

<strong>in</strong>vestment. Tax collection can be improved via certification s<strong>in</strong>ce companies<br />

undertake to comply with all laws of the country, <strong>in</strong>clud<strong>in</strong>g those related to tax. This<br />

is the most important economic benefit of certification noted <strong>in</strong> the Gabon case<br />

study, where Eba’a Atyi reports that certified companies pay taxes on time, unlike<br />

non-certified companies. Paschalis-Jakubowicz also observes improved local tax<br />

collection <strong>in</strong> Pol<strong>and</strong>.<br />

A number of studies suggest that certification has the effect of <strong>in</strong>creas<strong>in</strong>g market<br />

transparency, generat<strong>in</strong>g positive, economy-wide effects. Ham notes improvements <strong>in</strong><br />

the operation of the timber cha<strong>in</strong> <strong>in</strong> relation to South Africa, where defects <strong>in</strong> production<br />

can be traced to <strong>in</strong>dividual producers, improv<strong>in</strong>g overall quality. Eba’a Atyi notes<br />

how certification has made companies more open to show<strong>in</strong>g records of their contributions<br />

to local development projects, ensur<strong>in</strong>g that commitments made are implemented,<br />

improv<strong>in</strong>g overall compliance with contracts. Transparency aids <strong>in</strong> combat<strong>in</strong>g<br />

illegal logg<strong>in</strong>g, too, which is an endemic problem <strong>in</strong> many of our case study countries.<br />

Ahas et al note that volumes of illegal logs <strong>in</strong> the Estonian market appear to have<br />

dropped follow<strong>in</strong>g the <strong>in</strong>troduction of certification, s<strong>in</strong>ce the State <strong>Forest</strong> Management<br />

Centre (RMK) can only purchase timber from legally established companies.<br />

Two other economy-wide effects of certification are suggested <strong>in</strong> our case studies.<br />

The first relates to employment <strong>and</strong> wages, where several authors observe an <strong>in</strong>crease<br />

<strong>in</strong> employment (<strong>in</strong> the Ug<strong>and</strong>an case, for example, the FACE project has become the<br />

yale school of forestry & environmental studies
