Applications for <strong>Certification</strong> Bodies (CBs) were solicited at this time, <strong>and</strong> from 10<br />

applications, four were approved <strong>and</strong> accredited to LEI: PT TUV International<br />

Indonesia, PT SGS ICS Indonesia 6 , PT Mutuagung Lestari <strong>and</strong> PT Sucof<strong>in</strong>do. From 1998,<br />

all assessments have been conducted by one of these accredited certification bodies. In<br />

2000, <strong>in</strong> order to obta<strong>in</strong> public <strong>and</strong> <strong>in</strong>ternational confidence <strong>in</strong> LEI as a credible system<br />

<strong>and</strong> to ref<strong>in</strong>e field assessment methods, LEI organised a workshop <strong>in</strong> cooperation with<br />

FSC that resulted <strong>in</strong> the establishment of the Jo<strong>in</strong>t <strong>Certification</strong> Program (JCP) <strong>in</strong><br />

accordance with a Mutual Recognition Agreement (MRA). The purpose of JCP was to<br />

strengthen the barga<strong>in</strong><strong>in</strong>g position of LEI with respect to other forest certification<br />

<strong>in</strong>itiatives, FSC <strong>in</strong>cluded. The JCP was signed to conv<strong>in</strong>ce foreign <strong>in</strong>terests of the high<br />

degree of credibility of Indonesia’s nationally based system. The JCP—signed <strong>in</strong><br />

September 2000 by their respective accredited CBs operat<strong>in</strong>g <strong>in</strong> Indonesia, by the<br />

Executive Directors of both organizations, <strong>and</strong> by the GTZ representative—conta<strong>in</strong>ed<br />

the follow<strong>in</strong>g elements (LEI 2002). Both schemes should:<br />

C&Is, <strong>in</strong>clud<strong>in</strong>g those exceed<strong>in</strong>g FSC requirements as well as those additional<br />

FSC requirements not <strong>in</strong>cluded <strong>in</strong> LEI’s scheme);<br />

Oblige FMUs to pass both LEI <strong>and</strong> FSC system requirements to obta<strong>in</strong> certification<br />

(permitt<strong>in</strong>g the issu<strong>in</strong>g of both certificates <strong>and</strong> the use of both<br />

logos);<br />

requirements.<br />

LEI’s approach to certification is based on a “logical framework.” The framework<br />

consists of two “dimensions” used to evaluate the quality of forest management <strong>in</strong> a<br />

concession. The first is the “susta<strong>in</strong>able forest management pr<strong>in</strong>ciples dimension”,<br />

which covers the results of forest management. The second is the “management<br />

dimension,” which addresses the <strong>in</strong>puts or strategies used to achieve susta<strong>in</strong>able forest<br />

management. The “susta<strong>in</strong>able forest management pr<strong>in</strong>ciple dimension” is divided<br />

<strong>in</strong>to three functions: production, ecological, <strong>and</strong> social. Similarly, the “management<br />

dimension” is divided <strong>in</strong>to three levels concern<strong>in</strong>g forest resource management (at<br />

the level of the concession as a whole), forest st<strong>and</strong> management <strong>and</strong> <strong>in</strong>stitutional<br />

management. This framework has provided the basis of a set of criteria <strong>and</strong><br />

<strong>in</strong>dicators that are used for the evaluation of concessionaires’ performance <strong>in</strong> the<br />

field.<br />
