The absence <strong>in</strong> Pol<strong>and</strong> of certification st<strong>and</strong>ards <strong>and</strong> procedures other<br />

than the FSC was seen by the state adm<strong>in</strong>istration as a situation that<br />

should be changed. It was then proposed to develop certification st<strong>and</strong>ards<br />

accord<strong>in</strong>g to the PEFC system (PEFC 2004 a,b). As a Pan-European <strong>and</strong>,<br />

currently a global <strong>in</strong>itiative, the PEFC model fits perfectly <strong>in</strong>to the “free<br />

market <strong>and</strong> free competition” concept, <strong>and</strong> its reliance on national st<strong>and</strong>ards<br />

is quite attractive. It seems likely that the establishment of a Polish<br />

PEFC st<strong>and</strong>ard will lead to some parity between the PEFC <strong>and</strong> FSC systems<br />

<strong>in</strong> the near future (Valtanan 2001).<br />

The virtual absence of <strong>in</strong>formation about potential f<strong>in</strong>ancial advantages to<br />

forestry of hav<strong>in</strong>g been awarded certification. The meagre <strong>in</strong>formation,<br />

which came from producers of wooden w<strong>in</strong>dow <strong>and</strong> door fitt<strong>in</strong>gs <strong>and</strong><br />

floor<strong>in</strong>g panels, was often <strong>in</strong>terpreted, particularly <strong>in</strong> the <strong>in</strong>itial phase, as<br />

allow<strong>in</strong>g the timber-process<strong>in</strong>g <strong>in</strong>dustry to reap undeserved profits from<br />

the efforts of foresters. Hence it was often suggested that possession of the<br />

certificate should be grounds for <strong>in</strong>creas<strong>in</strong>g the price of timber.<br />

It should be noted that despite hav<strong>in</strong>g the entirety of forest management<br />

covered by certification, the lack of <strong>in</strong>terest from buyers of the raw <strong>and</strong><br />

semi-processed materials <strong>and</strong> by-products of forestry (e.g., mushrooms,<br />

berries, honey, etc.) means that this important segment of forestry is still<br />

not <strong>in</strong>cluded <strong>in</strong> the market as a certified product.<br />

<strong>Forest</strong> Owners<br />

Research on certification <strong>and</strong> eco-certification conducted s<strong>in</strong>ce 1993 by the SGGW<br />

<strong>Forest</strong> Utilization Faculty under this author’s guidance shows that the present ownership<br />

structure of forests <strong>in</strong> Pol<strong>and</strong> does not provide mechanisms for <strong>in</strong>duc<strong>in</strong>g private<br />

forest owners to seek certification. At the same time, it appears that owners of<br />

community forests should soon show <strong>in</strong>terest <strong>in</strong> certify<strong>in</strong>g their forests. The latest<br />

research (results from 1999-2000) concern<strong>in</strong>g the timber market <strong>in</strong> Pol<strong>and</strong> <strong>and</strong> grow<strong>in</strong>g<br />

<strong>in</strong>terest shown by private forest owners subscrib<strong>in</strong>g to forest owner associations<br />

clearly support such development trends.<br />

Current Status of <strong>Forest</strong>l<strong>and</strong> <strong>Certification</strong><br />

To date, FSC is the only organization <strong>in</strong>volved <strong>in</strong> the certification of Polish forests.<br />

The first cycle of certification of the forests adm<strong>in</strong>istered by the State <strong>Forest</strong>s <strong>in</strong><br />

Pol<strong>and</strong> was nearly complete as of early 2004, with the sole exception of the Regional<br />

Directorate of the State <strong>Forest</strong>s <strong>in</strong> the south of Pol<strong>and</strong>. The reasons for this last exception<br />

<strong>in</strong>volve procedural issues reflect<strong>in</strong>g errors committed <strong>in</strong> contract negotiations,<br />

<strong>and</strong> are not substantively related to forest management. In several Regional<br />

Directorates, a follow-up audit was done <strong>and</strong> the certificate validity was extended for<br />

another five years, <strong>and</strong> <strong>in</strong> other Regional Directorates work is underway to prepare<br />

for sign<strong>in</strong>g new contracts.<br />
