<strong>Forest</strong> <strong>Certification</strong> <strong>in</strong><br />

Solomon Isl<strong>and</strong>s<br />

abstract<br />

A systematic assessment of the role <strong>and</strong> effects of forest certification <strong>in</strong> Solomon<br />

Isl<strong>and</strong>s was carried out from January to May 2004. It was conducted through a<br />

literature review <strong>and</strong> <strong>in</strong>terviews with various stakeholders <strong>in</strong>volved both directly <strong>and</strong><br />

<strong>in</strong>directly <strong>in</strong> forest certification. Only a few NGOs, supported through external<br />

fund<strong>in</strong>g, are promot<strong>in</strong>g forest certification among l<strong>and</strong>owners at a time when<br />

unsusta<strong>in</strong>able commercial logg<strong>in</strong>g of forest resources of Solomon Isl<strong>and</strong>s is the major<br />

economic activity.<br />

Although certification is market driven, NGOs see it as an additional tool for<br />

implement<strong>in</strong>g susta<strong>in</strong>able forest harvest<strong>in</strong>g by l<strong>and</strong>owners. NGOs’ pro-certification<br />

programs target l<strong>and</strong>owners <strong>and</strong> village communities because they own 90 percent of the<br />

total forestl<strong>and</strong> <strong>in</strong> the country under customary tenure. NGOs have <strong>in</strong>vested time <strong>and</strong><br />

resources <strong>in</strong> tra<strong>in</strong><strong>in</strong>g <strong>and</strong> build<strong>in</strong>g the capacity of selected l<strong>and</strong>owner operations for<br />

certification.<br />

However, adoption of <strong>and</strong> compliance with certification st<strong>and</strong>ards by l<strong>and</strong>owners<br />

has been slow. There is limited awareness or knowledge of forest certification among<br />

responsible authorities <strong>and</strong> decision makers. Consequently, policy change towards<br />

forest certification at the national level, <strong>and</strong> government support for its<br />

implementation at the community level, will take a long time.<br />

<strong>Certification</strong> has had very little effect at the prov<strong>in</strong>cial <strong>and</strong> national government<br />

level or on the forestry <strong>in</strong>dustry at large. KFPL is currently the only FSC-certified<br />

commercial forest plantation <strong>in</strong> the country. Areas under commercial forest<br />

plantations are small. The major players <strong>in</strong> the forestry <strong>in</strong>dustry <strong>in</strong> Solomon Isl<strong>and</strong>s are<br />

the logg<strong>in</strong>g companies <strong>and</strong> SIG, <strong>and</strong> none of them are directly <strong>in</strong>volved <strong>in</strong> certification.<br />

Domestic support for certification will require donor fund<strong>in</strong>g, <strong>in</strong>ternational markets,<br />

<strong>and</strong> commitment from <strong>in</strong>ternational <strong>and</strong> local NGOs <strong>and</strong> government agencies.<br />

Moreover, to raise <strong>in</strong>terest <strong>in</strong> forest certification there must be a firm commitment<br />

from the government to promote susta<strong>in</strong>able forest harvest<strong>in</strong>g.<br />
