Keurhout<br />

Keurhout uses four general m<strong>in</strong>imum requirements:<br />

forest management should demonstrate that enough attention is given to<br />

the <strong>in</strong>tegrity of ecological functions <strong>and</strong> to the cont<strong>in</strong>uity of economic,<br />

social <strong>and</strong> cultural functions of the forest based on <strong>in</strong>tr<strong>in</strong>sic criteria <strong>and</strong><br />

<strong>in</strong>dictors;<br />

the forest manag<strong>in</strong>g enterprises should have an appropriate management<br />

system;<br />

the certification body is <strong>in</strong>dependent <strong>and</strong> meets <strong>in</strong>ternational guidel<strong>in</strong>es<br />

related to organisation <strong>and</strong> monitor<strong>in</strong>g procedures, <strong>and</strong> professional<br />

competence <strong>in</strong> forest management;<br />

procedures followed <strong>in</strong> the transportation of timber products concern<strong>in</strong>g<br />

the separation of products from different sources should be reliable <strong>and</strong><br />

transparent.<br />

The first general requirement is further subdivided <strong>in</strong>to pr<strong>in</strong>ciples (3), criteria (3<br />

for each pr<strong>in</strong>ciple) <strong>and</strong> <strong>in</strong>dicators that are not numbered (www.sticht<strong>in</strong>gkeurhout.nl.<br />

ATO/ITTO PCI<br />

In addition to the FSC <strong>and</strong> Keurhout, it is important to note that a third system of<br />

susta<strong>in</strong>able forestry st<strong>and</strong>ards, known as the ATO/ITTO process, has emerged. This<br />

system was designed to address tropical forestry operations <strong>in</strong> Africa, <strong>and</strong> permits,<br />

rather than requires, companies to be audited for compliance. These st<strong>and</strong>ards depart<br />

from the FSC <strong>and</strong> Keurhout <strong>in</strong> that governmental agencies were heavily <strong>in</strong>volved <strong>in</strong><br />

their creation <strong>and</strong> development. The ATO/ITTO Pr<strong>in</strong>ciples <strong>and</strong> Criteria merged from<br />

two dist<strong>in</strong>ct processes. The first orig<strong>in</strong>ated from the African Timber Organization,<br />

which is an organisation of 15 countries with<strong>in</strong> tropical Africa, <strong>in</strong>clud<strong>in</strong>g Gabon.<br />

Based <strong>in</strong> Libreville 8 , the ma<strong>in</strong> objective of ATO is to harmonise forest policies<br />

with<strong>in</strong> its member countries. ATO was supported f<strong>in</strong>ancially by the EU <strong>and</strong><br />

technically by the Center for International <strong>Forest</strong>ry Research (CIFOR), <strong>and</strong> applied<br />

CIFOR methodologies <strong>in</strong> st<strong>and</strong>ard sett<strong>in</strong>g (Prabhu et al. 1998). These methodologies<br />

consisted of us<strong>in</strong>g exist<strong>in</strong>g st<strong>and</strong>ards established by other organisations, <strong>and</strong> then<br />

select<strong>in</strong>g <strong>and</strong> reformulat<strong>in</strong>g these based on the results of field tests. Initial tests were<br />

conducted <strong>in</strong> Côte d’Ivoire (1995), Cameroon (1996), Gabon (1998), the Central<br />

African Republic (1998) <strong>and</strong> Ghana (1999-2000). The tests consist of a panel of<br />

<strong>in</strong>ternational, regional <strong>and</strong> national experts conduct<strong>in</strong>g a field assessment <strong>and</strong><br />

audit<strong>in</strong>g logg<strong>in</strong>g companies’ forest practices accord<strong>in</strong>g to the pre-established criteria.<br />

The results are then discussed dur<strong>in</strong>g workshops with a broad participation of<br />

representatives of forest management stakeholders (ATO 1999).<br />

Recogniz<strong>in</strong>g that both ITTO (see <strong>in</strong>troductory chapter to this volume) <strong>and</strong> ATO<br />

have adopted similar strategies <strong>in</strong> promot<strong>in</strong>g susta<strong>in</strong>able forest management through<br />
