F<strong>in</strong>anc<strong>in</strong>g Agency/Oxfam Netherl<strong>and</strong>s) were critical to successful launch<strong>in</strong>g of this<br />

endeavor.<br />

Imaflora was soon jo<strong>in</strong>ed by Brazilian affiliates of Scientific Conservation Systems<br />

(SCS), based <strong>in</strong> Oakl<strong>and</strong>, California, <strong>and</strong> of the Societé Generale de Surveillance<br />

(SGS), whose Qualifor Program for forest certification is headquartered <strong>in</strong> South<br />

Africa. These three certifiers provide services both to native forest <strong>and</strong> plantation segments,<br />

<strong>and</strong> all certify both forest management <strong>and</strong> the cha<strong>in</strong> of custody of forest<br />

products.<br />

The CERFLOR National St<strong>and</strong>ard<br />

The reaction of some <strong>in</strong>dustry groups to what were deemed excessive <strong>and</strong> <strong>in</strong>flexible<br />

FSC norms spurred determ<strong>in</strong>ation by <strong>in</strong>dustry associations such as the Brazilian<br />

Silvicultural Society (SBS: Sociedade Brasileira de Silvicultura) to work toward the creation<br />

of a national forest management st<strong>and</strong>ards-sett<strong>in</strong>g process parallel to FSC. This<br />

system, entitled CERFLOR, is adm<strong>in</strong>istered jo<strong>in</strong>tly by the national st<strong>and</strong>ards <strong>and</strong><br />

metrics <strong>in</strong>stitute INMETRO (National Institute of Metrology/Instituto Nacional de<br />

Metrologia, Normalização e Qualidade Industrial) <strong>and</strong> ABNT (Brazilian Association<br />

for Technical Norms, a quasi-private agency specializ<strong>in</strong>g <strong>in</strong> capacity-build<strong>in</strong>g <strong>and</strong><br />

monitor<strong>in</strong>g application of technical norms such as the ISO series throughout <strong>in</strong>dustrial<br />

segments <strong>in</strong> Brazil: Associação Brasileira de Normas Técnicas). INMETRO accredits<br />

<strong>and</strong> ABNT tra<strong>in</strong>s certifiers for forest management <strong>and</strong> cha<strong>in</strong>-of-custody systems.<br />

CERFLOR was <strong>in</strong>itially proposed by <strong>in</strong>dustrial organizations as early as 1991, but its<br />

<strong>in</strong>stitutional structure only began to be def<strong>in</strong>ed beg<strong>in</strong>n<strong>in</strong>g <strong>in</strong> the late 1990s, by which<br />

time the FSC Work<strong>in</strong>g Group had already advanced substantially <strong>in</strong> the def<strong>in</strong>ition of<br />

the national st<strong>and</strong>ards. Although the FSC process benefited from substantive <strong>in</strong>volvement<br />

by <strong>in</strong>dustry, representatives of CERFLOR considered it desirable to create the<br />

parallel st<strong>and</strong>ard “to offer an alternative, <strong>and</strong> to stimulate the evolution of concepts.”<br />

Furthermore, it represented a protective response on the part of the <strong>in</strong>dustry to <strong>in</strong>ternational<br />

environmental groups’ concerns regard<strong>in</strong>g plantation certification by FSCaccredited<br />

organizations. By seek<strong>in</strong>g approval of st<strong>and</strong>ards through a nationally<br />

accredited certification scheme, the <strong>in</strong>dustry sought to avert a threatened withdrawal<br />

of FSC certification from forest plantations altogether. F<strong>in</strong>ally, CERFLOR proponents<br />

believe that its process promotes dialogue to improve regulatory procedures, by engag<strong>in</strong>g<br />

government agencies directly <strong>in</strong> the discussion of st<strong>and</strong>ards <strong>and</strong> monitor<strong>in</strong>g their<br />

application <strong>and</strong> compliance (Rubens Garlipp, SBS, personal communication).<br />

After field tests, the CERFLOR st<strong>and</strong>ards have now been applied <strong>in</strong> practice on a<br />

trial basis <strong>in</strong> nearly 50,000 ha of p<strong>in</strong>e plantations <strong>and</strong> <strong>in</strong>terspersed native forests controlled<br />

by the International Paper subsidiary, INPACEL, <strong>in</strong> the state of Paraná, <strong>and</strong><br />

more recently on a larger scale <strong>in</strong> eucalyptus plantations on a total forest area of over<br />

166,000 ha <strong>in</strong> southern Bahia controlled by Aracruz Cellulose. These certification<br />

processes were carried out under contract to Bureau Veritas Qualifor International<br />

(BVQI), as yet the only accredited CERFLOR certifier.<br />
