<strong>Forest</strong> certification has not made much impact <strong>in</strong> PNG ma<strong>in</strong>ly because the major players<br />

<strong>in</strong> the sector are not pursu<strong>in</strong>g certification. Current volumes of certified timber<br />

amount to less than one percent of commercial production forest <strong>and</strong> directly affect a<br />

population of less than 1,000 people. If, however, Innovision Makapa does get certified<br />

– or another logg<strong>in</strong>g company decides to pursue certification – then perhaps the story<br />

will be different.<br />

<strong>Certification</strong> is another route to forest management, which enables l<strong>and</strong>owners <strong>and</strong><br />

all stakeholders to become mean<strong>in</strong>gful <strong>and</strong> equitable partners <strong>in</strong> forest development<br />

<strong>and</strong> management. <strong>Forest</strong> certification enables all to see the forest as a whole, acknowledg<strong>in</strong>g<br />

the many <strong>and</strong> varied benefits the forest offers.<br />

The returns that one gets from forestry are not restricted to timber alone <strong>and</strong> are<br />

not properly accounted for. Equity is fundamental <strong>and</strong> through certification all stakeholders<br />

meet to decide how best to manage the forest so that all benefit. <strong>Certification</strong><br />

can also play a role <strong>in</strong> conflict resolution by ensur<strong>in</strong>g that where there are disputes,<br />

processes are adopted to get them sorted out.<br />

The overall goal is good forest management practices <strong>and</strong> therefore forest certification<br />

is a tool that is worth pursu<strong>in</strong>g, especially <strong>in</strong> PNG where there has hardly been any<br />

forest area that has been managed properly <strong>in</strong> the past 30 or so year of logg<strong>in</strong>g <strong>in</strong> the<br />

country.<br />

Power<br />

The ma<strong>in</strong> impact is that those communities participat<strong>in</strong>g <strong>in</strong> the projects seem to be<br />

gett<strong>in</strong>g a better deal with timber exports. This has caused others to take an <strong>in</strong>terest <strong>in</strong><br />

certification; however, they are limited by their lack of access to portable sawmills that<br />

they could use to cut timber.<br />

Many communities do not want to sell their timber resources to the government<br />

<strong>and</strong> <strong>in</strong>dustry but are seek<strong>in</strong>g to develop their forest resource themselves. While they<br />

feel this is a better route to go, they are h<strong>in</strong>dered by a lack of resources. Despite their<br />

<strong>in</strong>terest, the biggest problem that confronts l<strong>and</strong>owners is that the government<br />

mach<strong>in</strong>ery is set up to serve large-scale logg<strong>in</strong>g companies <strong>and</strong> not these community<br />

forestry <strong>in</strong>itiatives. While the local people look to NGOs for help, NGOs do not have<br />

the resources to attend to l<strong>and</strong>owner needs <strong>and</strong> aspirations. There is a possibility that<br />

if l<strong>and</strong>owners cont<strong>in</strong>ue to do th<strong>in</strong>gs themselves, the tables could be turned <strong>and</strong> the<br />

government <strong>and</strong> the <strong>in</strong>dustry may f<strong>in</strong>d themselves be<strong>in</strong>g marg<strong>in</strong>alised <strong>in</strong> forestry<br />

development.<br />

Large-scale logg<strong>in</strong>g has a lot of <strong>in</strong>fluence <strong>in</strong> determ<strong>in</strong><strong>in</strong>g the way th<strong>in</strong>gs are done <strong>in</strong><br />

the country. There is no question about their f<strong>in</strong>ancial muscle or their political <strong>in</strong>fluence.<br />

However there is also a grow<strong>in</strong>g local voice <strong>in</strong> the sector as well to ensure that<br />

th<strong>in</strong>gs are done right.<br />

The PNG government, through the <strong>Forest</strong> Authority, is now tak<strong>in</strong>g charge of the<br />

European Union-funded PNG Eco-<strong>Forest</strong>ry Programme whereby four communities<br />

had been certified under the FSC certification system. There is no formal position of<br />
