One of the key players <strong>in</strong> the Estonian timber <strong>in</strong>dustry is the Estonian <strong>Forest</strong><br />

Industries Association (EMTL), a very strong voice <strong>in</strong> national discussions of forestry<br />

<strong>and</strong> forest policy. EMTL’s ma<strong>in</strong> <strong>in</strong>terest is to promote the economic growth of the<br />

timber <strong>in</strong>dustry sector, <strong>and</strong> it therefore lobbies strongly for higher fell<strong>in</strong>g volumes. It<br />

has vigorously opposed some restrictions enforced <strong>in</strong> state forests result<strong>in</strong>g from FSC<br />

certification, such as establish<strong>in</strong>g the “spr<strong>in</strong>g truce” (EMTL 2003). EMTL has also<br />

strongly <strong>in</strong>fluenced the development of forest certification <strong>in</strong> Estonia, especially<br />

regard<strong>in</strong>g PEFC. Although EMTL’s attitude towards forest certification is generally<br />

positive, it has most directly supported the PEFC program. EMTL has provided direct<br />

f<strong>in</strong>ancial support to the PEFC Work<strong>in</strong>g Group <strong>and</strong> its representatives have been<br />

actively <strong>in</strong>volved <strong>in</strong> develop<strong>in</strong>g PEFC st<strong>and</strong>ards (Talijärv 2004).<br />

The timber <strong>in</strong>dustry is the second largest <strong>in</strong>dustry sector <strong>in</strong> Estonia after food<br />

production, <strong>and</strong> accounted for 14 percent of the manufactur<strong>in</strong>g sector’s total<br />

production <strong>in</strong> 2002 (SOE 2002). Along with <strong>in</strong>creased harvest<strong>in</strong>g <strong>and</strong> a grow<strong>in</strong>g<br />

<strong>in</strong>dustry <strong>in</strong> general, production volumes have risen steadily for all major timber<br />

product groups (Figure 2).<br />
