The concept of forest certification is new <strong>in</strong> Ug<strong>and</strong>a. Intensive sensitization<br />

campaigns are required for the concept to ga<strong>in</strong> root. The response by the government<br />

has been positive by putt<strong>in</strong>g <strong>in</strong> place legislation <strong>in</strong> support of susta<strong>in</strong>able forest<br />

management <strong>and</strong> strengthen<strong>in</strong>g management of forests through <strong>in</strong>stitutional<br />

reforms. The government of Ug<strong>and</strong>a could also take advantage of the East African<br />

<strong>Forest</strong> <strong>Certification</strong> <strong>in</strong>itiatives to build the necessary capacity <strong>in</strong> forest certification.<br />

The two carbon offset projects <strong>in</strong> Ug<strong>and</strong>a operate <strong>in</strong> national parks, which are<br />

managed under the wildlife statute <strong>and</strong> are protected permanent forest estates. Under<br />

the collaborative management memor<strong>and</strong>a signed with the park authorities, local<br />

communities have some limited access to natural resources <strong>in</strong> all national parks.<br />

Access to the resources therefore is not exclusive to the forest certification process.<br />

Employment opportunities, skills <strong>in</strong> tree nursery operations, <strong>and</strong> <strong>in</strong>comes generated<br />

from the sale of seedl<strong>in</strong>gs to the UWA-FACE project are <strong>in</strong>cidental benefits that<br />

resulted from the need to restore the degraded forests. The certification serves to<br />

demonstrate to FACE, UWA, <strong>and</strong> other parties that the parks are well managed. The<br />

fact that local communities have opportunities for employment <strong>and</strong> alternative<br />

sources of <strong>in</strong>come (from sale of seedl<strong>in</strong>gs) has greatly reduced conflicts between<br />

encroachers <strong>and</strong> national parks. It is envisaged that <strong>in</strong> the next phase of certification<br />

farmers will benefit directly from the forest certification process.<br />

Roadblocks <strong>and</strong> Challenges<br />

As the National <strong>Forest</strong> Authority (NFA) strives to develop national st<strong>and</strong>ards that<br />

support Susta<strong>in</strong>able <strong>Forest</strong> Management (SFM) <strong>and</strong> forest certification, the follow<strong>in</strong>g<br />

challenges need to be overcome:<br />

design<strong>in</strong>g Ug<strong>and</strong>an forest certification st<strong>and</strong>ards that are friendly <strong>and</strong><br />

applicable to local situations;<br />

resolv<strong>in</strong>g conflicts between local communities border<strong>in</strong>g forest reserves.<br />

This is a big problem <strong>in</strong> areas where the local people have exp<strong>and</strong>ed their<br />

l<strong>and</strong> hold<strong>in</strong>gs <strong>in</strong>to forest reserves due to unclear boundaries;<br />

establish<strong>in</strong>g <strong>and</strong> embrac<strong>in</strong>g st<strong>and</strong>ards that may take care of a multiplicity<br />

of forest outputs s<strong>in</strong>ce Ug<strong>and</strong>a’s natural forests are ecologically diverse <strong>and</strong><br />

socially important;<br />

reconcil<strong>in</strong>g with environmentalists, given that their th<strong>in</strong>k<strong>in</strong>g is deeply<br />

rooted <strong>in</strong> social <strong>and</strong> ecological effects. Furthermore, there is a need to take<br />

care of the diverse <strong>in</strong>terests of different actors;<br />

overcom<strong>in</strong>g weak <strong>in</strong>stitutions. In the past, the <strong>Forest</strong> Department suffered<br />

the lack of stewardship, <strong>in</strong>stitutional support, a lack of public<br />

accountability, corruption among forest officers, <strong>and</strong> over-reliance on<br />

external support. It is necessary to ascerta<strong>in</strong> how these historical issues<br />

impede certified forests <strong>and</strong> the process of certification. The challenge is<br />

that many old faces <strong>in</strong> the <strong>Forest</strong> Department appear <strong>in</strong> the NFA;<br />
