FSC’s ten Pr<strong>in</strong>ciples <strong>and</strong> Criteria. The FSC work<strong>in</strong>g group has succeeded <strong>in</strong> <strong>in</strong>volv<strong>in</strong>g<br />

government representatives – a good <strong>in</strong>itiative where cooperation has occurred.<br />

The NGOs that are oversee<strong>in</strong>g the FSC process are ensur<strong>in</strong>g that the right th<strong>in</strong>gs are<br />

done to enable forest certification to occur. A body has been established accord<strong>in</strong>g to<br />

FSC’s requirements for national <strong>in</strong>itiatives <strong>and</strong> under the laws of PNG, <strong>and</strong> will oversee<br />

forest certification work <strong>in</strong> the country.<br />

St<strong>and</strong>ards<br />

In develop<strong>in</strong>g PNG FSC’s National St<strong>and</strong>ards, key issues to be addressed <strong>in</strong>cluded<br />

bribery of leaders at all levels of forestry, transfer pric<strong>in</strong>g of species <strong>and</strong> unequal<br />

shar<strong>in</strong>g of benefits, <strong>and</strong> mistreatment of customary forest resource owners. For the<br />

first time, the forest resource owners were allowed to represent themselves <strong>in</strong> the FSC<br />

National St<strong>and</strong>ards development process <strong>and</strong> were able to speak their m<strong>in</strong>ds about<br />

how they wanted to plan <strong>and</strong> manage their resources. But at the same time, this<br />

participation created difficulties for the large-scale logg<strong>in</strong>g companies, who feared<br />

they would not be able to comply with the very high st<strong>and</strong>ards set by the NGOs, small<br />

to medium scale producers, l<strong>and</strong> owners, the government, <strong>and</strong> academics.<br />

In the PNG FSC experience, the National FSC St<strong>and</strong>ards can be too hard for<br />

certifiers to use <strong>and</strong> monitor logg<strong>in</strong>g operations <strong>and</strong> require amend<strong>in</strong>g after field tests.<br />

Dur<strong>in</strong>g st<strong>and</strong>ard sett<strong>in</strong>g <strong>in</strong> PNG, the danger of bias towards resource owners <strong>and</strong><br />

environmental NGOs needed to be resisted if the st<strong>and</strong>ard is to be both economically<br />

viable <strong>and</strong> realistic. The national work<strong>in</strong>g group <strong>in</strong>corporated comments from the<br />

large-scale <strong>Forest</strong> Industry Association (FIA) <strong>in</strong>to the f<strong>in</strong>al version of the National<br />

St<strong>and</strong>ards after consultative meet<strong>in</strong>gs; therefore the st<strong>and</strong>ards development process is<br />

a holistic representative process.<br />

The process of develop<strong>in</strong>g PNG FSC National St<strong>and</strong>ards for <strong>Forest</strong> Management<br />

began <strong>in</strong> March 1996 with a national education <strong>and</strong> awareness workshop on certification<br />

that was attended by representatives from government, <strong>in</strong>dustry <strong>and</strong> NGOs. Yati<br />

Bun was appo<strong>in</strong>ted the National FSC Coord<strong>in</strong>ator by the PNG FSC National Initiative.<br />

At that same meet<strong>in</strong>g, broad terms of references were drawn up for a National<br />

Work<strong>in</strong>g Group composed of three representatives from three chambers (Social,<br />

Economic <strong>and</strong> Environment). Gender balance was also considered to be an important<br />

criterion <strong>in</strong> determ<strong>in</strong><strong>in</strong>g chamber representation.<br />

Work<strong>in</strong>g group members met <strong>in</strong> March 1997 <strong>and</strong> the process of develop<strong>in</strong>g national<br />

st<strong>and</strong>ards began. The organizations that currently represent the different chambers<br />

are: (a) Economic chamber: VDT, Tavilo Timbers, National <strong>Forest</strong> Authority (NFA);<br />

(b) Environment chamber: <strong>Forest</strong> Research Institute (FRI), EFF <strong>and</strong> PHF (s<strong>in</strong>ce PHF<br />

ceased a replacement is be<strong>in</strong>g sought); <strong>and</strong> (c) Social Chamber: East Sepik Council of<br />

Women (ESCOW), PNG Council of Churches (PNGCC) <strong>and</strong> East New Brita<strong>in</strong> Eksen<br />

Komiti (ENBSEK).<br />

The National St<strong>and</strong>ards are developed by the PNG-FSC National Work<strong>in</strong>g Group<br />

Members are co-ord<strong>in</strong>ated by Yati Bun <strong>and</strong> with technical assistance from Israel<br />

Bewang (an FPCD employee) <strong>and</strong> Peter Dam (who used to be a private consultant <strong>and</strong><br />

yale school of forestry & environmental studies
