Estonian PEFC Work<strong>in</strong>g Group<br />

The concept <strong>and</strong> idea of PEFC certification was <strong>in</strong>itially <strong>in</strong>troduced <strong>in</strong> Estonia <strong>in</strong> 1999<br />

by a subgroup of representatives from forest <strong>in</strong>dustries, F<strong>in</strong>nish consultants, <strong>and</strong> the<br />

<strong>Forest</strong> Owners Association. Although s<strong>in</strong>ce then the timber <strong>in</strong>dustry has developed<br />

an <strong>in</strong>terest <strong>in</strong> PEFC certification (Talijärv 2004), development of a national scheme<br />

has been h<strong>in</strong>dered by lack of f<strong>in</strong>ancial resources as well as lack of cooperation among<br />

the stakeholders. In 2002 a discussion about acquir<strong>in</strong>g PEFC certification for the state<br />

forests was <strong>in</strong>itiated by selected <strong>in</strong>dividuals; however, the idea has not yet been commonly<br />

accepted as a goal for RMK (Kaubi 2004). Those <strong>in</strong>terested <strong>in</strong> develop<strong>in</strong>g the<br />

PEFC have contended that it is important to have different certification schemes present<br />

<strong>in</strong> the NWGFC <strong>and</strong> <strong>in</strong> the marketplace. Beg<strong>in</strong>n<strong>in</strong>g <strong>in</strong> 2002, the PEFC Work<strong>in</strong>g<br />

Group has also attracted members of the Estonian <strong>Forest</strong> Industries Association <strong>and</strong><br />

forestry eng<strong>in</strong>eers from the Estonian Agricultural University. As of April 2004 the<br />

Estonian PEFC Work<strong>in</strong>g Group had nearly f<strong>in</strong>ished elaborat<strong>in</strong>g the documentation<br />

for the local Estonian PEFC certification scheme, <strong>in</strong>clud<strong>in</strong>g the forest management<br />

st<strong>and</strong>ard, cha<strong>in</strong> of custody st<strong>and</strong>ard, <strong>and</strong> a few additional documents. The scheme,<br />

however, has not yet been approved by the PEFC Council; thus certification accord<strong>in</strong>g<br />

to PEFC rules is not yet possible <strong>in</strong> Estonia (Põld 2004). Activities of the Estonian<br />

PEFC <strong>in</strong>itiative <strong>and</strong> Work<strong>in</strong>g Group have been f<strong>in</strong>ancially supported by multiple<br />

sources, <strong>in</strong>clud<strong>in</strong>g F<strong>in</strong>ish timber companies, the Estonian <strong>Forest</strong> Industries<br />

Association (EMTL), the Estonian M<strong>in</strong>istry of Agriculture, <strong>and</strong> other voluntary supporters<br />

(Põld 2004).<br />

Institutional Design<br />

Both the National Work<strong>in</strong>g Group on <strong>Forest</strong> <strong>Certification</strong> (NWGFC) <strong>and</strong> the FSC<br />

Work<strong>in</strong>g Group have been structured accord<strong>in</strong>g to the FSC scheme, with environmental,<br />

economic <strong>and</strong> social chambers. Decision-mak<strong>in</strong>g has ma<strong>in</strong>ly consisted of<br />

consensus <strong>in</strong> the NWGFC, while <strong>in</strong> a few cases a majority vote has been used.<br />

Although most problematic issues, such as protection versus management, or the<br />

spr<strong>in</strong>g truce, were discussed earnestly <strong>in</strong> the NWGFC, consensus was eventually<br />

reached (Oja <strong>and</strong> Aitsam 2001).<br />

The Estonian FSC Work<strong>in</strong>g Group had 17 members as of February 2004, <strong>and</strong> <strong>in</strong> its<br />

discussions a typical FSC system of environmental, economic <strong>and</strong> social chamber is<br />

used. For vot<strong>in</strong>g, each chamber has equal share of vot<strong>in</strong>g power <strong>and</strong> similar rules used<br />

by the <strong>in</strong>ternational FSC are applied to ensure balance between economic, social <strong>and</strong><br />

environmental <strong>in</strong>terests. As expla<strong>in</strong>ed above, vot<strong>in</strong>g has only been used <strong>in</strong> rare cases<br />

when consensus has not been achieved. Vot<strong>in</strong>g by chambers has been used <strong>in</strong> cases of<br />

elections, approval of reports, <strong>and</strong> a few organizational issues. The Estonian PEFC<br />

Work<strong>in</strong>g Group consists of 18 members. Votes are decided by a simple majority,<br />

although for the majority of decisions consensus is achieved.<br />

Discussion with<strong>in</strong> certification work<strong>in</strong>g groups has enhanced the development of<br />

democratic procedures <strong>and</strong> practices <strong>in</strong> Estonia. Most importantly, procedures for<br />

jo<strong>in</strong>t action have been established. Formerly, different stakeholders had confronted<br />
