The NFA negotiates <strong>Forest</strong> Management Agreements (FMAs) (formerly Timber<br />

Purchase Right Agreements (TRP)) with the l<strong>and</strong>owners <strong>and</strong> acquires rights <strong>and</strong> pays<br />

relevant royalties. The procedures for such acquisitions are provided for <strong>in</strong> the <strong>Forest</strong>ry<br />

Act 1991 as amended. When a feasible forestry project is identified, the company <strong>and</strong><br />

government officers meet with the l<strong>and</strong>owners to expla<strong>in</strong> the steps <strong>in</strong>volved <strong>in</strong> its<br />

development <strong>in</strong>clud<strong>in</strong>g the <strong>in</strong>corporation of the correct l<strong>and</strong>owners, an explanation of<br />

the legally b<strong>in</strong>d<strong>in</strong>g agreement, <strong>and</strong> details of the benefits <strong>in</strong>clud<strong>in</strong>g stumpage payments<br />

(Power 1999).<br />

Markets<br />

The ma<strong>in</strong> forest product <strong>in</strong> PNG is round log exports (see Table 3). Export of timber<br />

(round logs, sawn timber, wood chips, veneer <strong>and</strong> plywood) forms an important part<br />

of PNG’s national economy <strong>and</strong> Ch<strong>in</strong>a is a major consumer. In the period from 2000-<br />

2002 log exports from PNG to Ch<strong>in</strong>a/Hong Kong <strong>in</strong>creased from 741,000 cubic meters<br />

(37 percent of total exports) to 1,115,000 cubic meters (62 percent of total exports). In<br />

addition to Ch<strong>in</strong>a, Hong Kong, Japan, Korea, Taiwan <strong>and</strong> the Philipp<strong>in</strong>es are important<br />

dest<strong>in</strong>ations of log exports from Papua New Gu<strong>in</strong>ea, with these markets be<strong>in</strong>g<br />

ma<strong>in</strong>ly supplied by the Malaysian company, Rimbunan Hijau.<br />

The major players <strong>in</strong> the forest <strong>in</strong>dustry are large-scale, usually foreign-owned, logg<strong>in</strong>g<br />

companies (see Table 4). These companies open up primary forest areas <strong>and</strong> produce<br />

round logs, which are directly exported abroad. There is very little downstream<br />

process<strong>in</strong>g.<br />
